: Responsible for all companies’ commercial/contractual management in a
Balanced Matrix organization and directly reporting to the General
Manager. The responsibilities include but not limited to the following.
: Responsible for delegating/allocating Quantity Surveying tasks to Quantity Surveyors, setting objectives and monitoring their progress.
: Commercial management and contract administration.
: Effectively manage internal budget control, advice on cost limits and Budget
: Responsibilities for all cost estimating, cost planning, cost studies, cost monitoring and controlling, and measurement.
: To be aware of and protect the Company’s commercial interests by pursuing prompt payment for work executed.
: Study on procurement strategy with purchasing manager and advising on favorable strategy to reduce cost.
: Effectively contracts negotiation
: Risk management and Earned Value Management calculation.
: Cost planning and commercial management throughout the entire life cycle of the project from inception to post-completion.
: Effectively manage internal budget control, advice on cost limits and Budget
: Assessment of contractor’s claims and advice on contractual disputes.
: Attends site meetings and contributes to the resolution of commercial, Contractual and construction problems.
: Assisting in establishing a client's requirements and undertake feasibility studies, preparing preliminary Budgets.
: Preparing tender and contract documents, including bills of quantities
: Preparing Tender Analysis report, Negotiate and finalize the contractor.
: Preparing Projects Control Budget, performing Risk, Earned value
management and Cost control
: Advise on a procurement strategy;
: Identify, analyse and develop responses to commercial risks
: Review and finalizing the Contractual Claims
: Valuation of completed work and arrange payments
: Maintain awareness of the different building contracts in current use
: Providing post-occupancy advice, facilities management services and life- cycle costing advice
:Resolving contractual and commercial problems
: Discovering areas that are not in-keeping with regulation practices

: Overseeing financial KPIs

: Review and understand all relevant project Tender/Contract documents relating to the cost management of allocated Projects
: Prepare and Review BOQ based on Tender/Contract documents
: Establishing project control budgets based on the contract documents and monitoring the same.
: Setting up projects within Computerized Cost System to agreed format
: Assisting Project Management in identifying and gaining approval of Estimates/ Change Requests
: Assure the accuracy of financial forecasts, which tie-in to project schedules
: Preparing Variation Claim proposals /orders to clients as well as subcontractors with respect to Contract documents.
: Provides summary of cost, quantity and missing scopes between the Job Estimate (as prepared by the Business Development Department) and the Job Budget to the Planning and Cost Control Manager.
: Preparing various cost reports like PNR (Project Navigation Report), Monthly Cost reports, Year-end closed out reports…etc. on monthly basis,
: Report earned value per vendor and identify trends that impact the final cost projections.
: Establish Cost Breakdown Structure (CBS) and integrate with WBS.
: Review all PO’s as issued for cost committed.
: Review project man‐hours and the allocation of man‐hours in conjunction with planning on a weekly basis.
: Record all relevant events for delay and loss and expense claims.
: Prepare & process of running bills to Client. Verification of quantities in the payment certificates for the Sub contractor.
: Prepare final draft statement & Final Bill to client.
: Responsible for the Projects Cost Control in a Balanced Matrix organization and directly reporting to the Projects Control Manager. The responsibilities include but not limited to the following:
: Performs quantity take-offs of assigned jobs and develops the Job Budget based on contract documents
: To carry out monthly valuations of work in progress, including forecasting of final costs and sales.
: Measure, value, submit and negotiate contract variations.
: Verifies quantities (against budgeted quantities) on Material Requisition Forms (M.R.F.) from sites before they are processed by Procurement to ensure that they are within the Budget.
: Certification of subcontractor monthly valuations and final accounts.
: Updating the Project Status in various Modules in Company System.
: Commercial vetting of sub-contractor tenders and contracts.
: To assist the Project Quantity Surveyor, Preparation and submission of valuations, record and agree of extra works and day works, Measurement of operatives work for the monetary payment system…etc.
: To ensure projects are completed according to estimated time & budget, Coordination with clients/ consultants & chalk out suggestions during Site meetings, Project Handover and Completion conversant...etc.
