Within my role as Cost Manager for Siemens, I was responsible for the Cost management of several Baggage Operations based projects at Gatwick Airport. This required regular liaison with the client (Gatwick Airport Limited) regarding key deliverables and contractor requirements under project managed NEC Option E contracts. I was also required to actively assist and in some instances lead, the identifying and assessing of Early Warning Notices and Notification of Compensation Events prior to submission to client. My other tasks included;

•The development and maintenance of a cost plan throughout the lifecycle of the respective project(s), which incorporated all components of cost including internal Siemens costs.
•The implementation, maintenance and administration of Siemens cost control system at Gatwick (SAP) and procedures to track project budgets, commitments, expenditures, forecast and VOWD/ACWP - eg. interrogating SAP to monitor and review PO and Requisitions/Commitments raised against Project(s)
•Undertaking regular cost assessments against sub-contractor progress and programme (interfacing with the Projects Planner and other members of the project team to ensure consistency). Assessing the validity of sub-contractor applications for payment and issuing payment certificates. Formal programme/cost reviews are also undertaken on a regular basis as agreed with the Gatwick Project Team(s) to ensure alignment of the cost plan and programme. Any deficiencies are actioned in a timely manner.
•Deploying and implementing the Project Control requirements included in Siemens' contracts with Gatwick Airport Limited
•Delivering cost information in line with the project reporting timetable as part of a 4 weekly reporting cycle.
•Assisting and overseeing a junior member of staff in cost training

Notable Accomplishment within this role; - Working with the project team for one respective project to help identify significant cost savings to the client by taking on a particular scope on a “turnkey” basis, enabling discounted rates to be utilised. This resulted in Siemens being able to bid for packages of work that had been previously outside of their specific remit.

During my time at Crossrail, I formed part of the Project Controls team who had responsibility for the Cost and Programme management of Whitechapel Station Redevelopment. This meant being part of a wider programme delivery team whose responsibility it was to manage, at the time, a £400m budget. My specific role involved the management of budget attributable to specific Civil and MEP Packages. My daily tasks included but were not limited to;

•Maintaining the Cost Management database, and checking that forecast and budgeted costs aligned with cost flows for EV purposes.
•Developing and contributing to the weekly and period reporting requirements.
•Participating in re-forecasts as required by the programme.
•Deploying and implementing the Project Control requirements included in contracts.
•Interfacing with contract administration on contract issues and status of changes.
•Providing assistance with assessment of changes.
•Participating in and contributing to Value Engineering studies.
•Demonstrating good knowledge of the project scope/schedule and all cost related issues as part of an integrated project team.
•Questioning the availability of alternative options when change was identified to help minimise the effect on cost and schedule.
•Delivering cost information in line with the project reporting timetable as part of a 4 weekly reporting cycle.
•Regular reporting to Project and Programme Management

Notable Accomplishment within this role; - Leading specific package Bottom Up Forecast reviews (BUF) in order to ascertain an overall project and Programme Estimate at Completion following cost overruns and programme delays

Within my role as SNS Projects Cost Engineer for Conoco Phillips, my primary accountabilities and responsibilities were for the accurate cost management of a portfolio of projects (circa 46), each with varying budgets ranging from £100k up to £20mm. I provided accurate and timely VOWD reports and Forecast at Complete reports for managers, engineers and other relevant, stakeholders to review and analyse. I reported budgets and forecast against AFE's and liaised with JV Managers so as to provide Venture Partners with accurate budget and expenditure values. I liaised regularly with our employed E&C Contractor so as to ensure that Conoco Phillips' requirements were met. My responsibilities and other duties were as follows;

•Provision of support to Conoco Phillips' (CoP) Business Services Manager
•Deliver consistent cost management for the SNS portfolio of projects following transition from one respective E&C Contractor to another
•Regular liaison and communication with E&C Contractor to ensure that level and quantity of information provided was what was expected and desired of Operating Company
•Development of reporting tracking tools and generation of VOWD and cost reports on a regular monthly basis
•Ensuring forecast and expenditure aligned with Company's AFE and WBS structures and identified trends against these; communicating to JV Manager's the status of AFE values
•For both OPEX and CAPEX funded projects, ensuring that business analysts and budget holders were regularly informed of VOWD to date and forecast to go values against projects and providing accurate ‘milestone' forecasts (ie 4+8, 8+4 etc)
•Participation in Risk Identification workshops and ensuring sufficient contingency factors were applied at initial estimate phase
•Assisting in the preparation of LRP Budgets and discussing and communicating these with E&C Contractor and other stakeholders
•Interrogation and utilisation of company's SAP Cost Control and Microsoft EXCEL software packages
•Regular liaison and meetings with relevant and associated disciplines (ie Planners, Project Engineers) to ensure plans/forecasts were maintained and any Changes captured.

Notable Accomplishment within this role; - I performed a deep dive review on a particular projects' commitments and identified costs that were not utilised and which were handed back into the overall group Contingency

Within my role, I was responsible for the post award contract administration on all Contracts which were in place, in particular a substantial lump-sum, turnkey Transport and Installation Project which included the tracking and reporting of costs relating to changes in work scopes. I was also responsible for ensuring that correct project budget and cost information was reported correctly. I liaised with and negotiated Contractual Terms with Clients, Sub-Contractors and potential Clients, ensuring that Project Budgets were adhered to. On a regular basis, I liaised with Clients on a global scale. I presented accurate and timely Cost reports to Senior Management regarding the Projects we were employed on. I liaised with colleagues regularly to ensure that information I required was delivered in a timely and accurate fashion, and also provided any information and/or advice when a colleague requested this of me. My main responsibilities and other duties I undertook included:

•Undertaking all post contract award administration including establishing effective communications with Seajacks clients and subcontractors.
•Establish and develop project specific cost control procedures.
•Cost management for specific ‘Meerwind' project. This was a turnkey, E&C contract awarded which required the design and engineering of the transport and installation of the windfarm in German waters. This involved the management of cost associated with several vessels (and the respective contractors associated with these) throughout the various phases of the Project
•Analysis of VOWD and tracking and analysis of actual costs against committed costs.
•Implementing Management of Change procedure for the ‘Meerwind' project and ensuring this was adhered to throughout. Able to implement this throughout the business.
•Monitoring potential claims and leading claim negotiations.
•Lead the development and management of sub contract terms and conditions.
•Providing input into and management of the regular and accurate monthly progress reporting.
•Knowledge & experience with FIDIC Terms and Conditions, BIMCO, LOGIC and other forms of Contract
•Approx value of projects - €200 million


Notable Accomplishment within this role; - I introduced a Cost Management structure and associated reporting templates and forms that hadn't been utilised by the company before, but which were put to use during the lifecycle of the Meerwind project and on other projects within Seajacks' portfolio.
