Roles and Responsibilities
Mainstream the Global MEAL Guidelines across all related MEAL activities and at the field level
Apply and adapt existing Global MEAL Guidelines, tools, and templates at the relevant stages of the project cycle
Design and coordinate with country teams on needs assessment and situation analysis through various approaches
Support to country program and MEAL teams in the region with developing the results framework, support the program with developing the theory of change, logframe and MEAL plan including indicators for existing and new projects
Identify the budget/resources needed for MEAL activities of projects
Follow full MEAL procedures and operating plans to develop harmonized data collection tools involving the different teams (project team, partners)
Develop data-gathering plans and harmonize data collection, analysis and reporting flows for projects in the region
Assess the quality of collected data for the indicators and ensure that data pitfalls and issues are mitigated
Coordinate with country MEAL team to ensure routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measures
Conduct training on quantitative and qualitative techniques for data collection for MEAL, program, and interviewers with the region
Coordinate the logistics of data collection, data management and ensure adequate resources are available
Design simple and complex questionnaire using XLS or form builder (Kobo form builder, ONA form builder, etc.)
Support in developing TOR for internal and external baseline survey, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, and Knowledge, Attitudes, and Practices Surveys (KAP)
Manage the administrative and logistic process of evaluations involving external evaluators
Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries
Present information and ‘tell the story’ of the project to multiple audiences and decision-makers based on the findings
Provide technical supervision and coordination of MEAL activities across the region
Provide coaching/mentoring of staff and on-the-job training to improve the skills of the staff in MEAL
Facilitate after-action reviews and lessons learned exercises, including data collected through CBFRM and other participative forms of community engagement and feedback collection.
Provide technical support to the team on establishing and maintaining effective feedback mechanisms for decision making, fully in line with commitments regarding accountability to affected populations (AAP), including IASC CAAP, CHS, and Sphere Humanitarian Charter
Support the implementation of the Conflict Sensitivity approach across the program

Roles and Responsibilities
Support M&E Director in the development of monitoring plans, baseline surveys, and other tools when needed
Contribute to the program’s learning agenda including supporting staff and partner development through training
Provide inputs and analysis for quarterly, annual, and other reports to Senior Management
Carry out data quality assessments (DQA) to ensure M&E data is accurate and up to date
Provide support to local NGO partners and local partners in best practices in M&E techniques
Assist with data entry and work with relevant project staff members to ensure appropriate data is entered into relevant M&E systems
Conduct site visits and prepare site visit reports to confirm the status of activities
Develop an effective track of data within the tracking systems and maintain updated documentation in project files
Project(s) Experience: Cross Border - South and Central Syria Programs
Roles and Responsibilities
Manage, or support on M&E requirements for multiple projects under different funds
Manage and supervise M&E officer and field team, which includes hiring, orienting and supervising activities, coordinate M&E system corrections and adjustments, solving operational issues and documenting actions taken and next steps
Analyze information provided by the field team and produce analytical summaries: graphs, charts, tables, narratives required to fulfill internal and external reporting
Support in feeding information into donor reporting and proposals
Support project development and program team to ensure the quality of partner project design
Support local partners’ efforts to develop or strengthen their M&E systems, effectively analyze project data to drive decision-making, define of indicators, and support to partner M&E staff on the design of specific data collection tools and needed activities
Capacity building of field team and partners, developing and delivering training, improving capacities in monitoring and evaluation and provide technical training and use of technology-based data collection applications
Maintain and compile field or partners’ M&E database using different systems to help ensure accurate information and comprehensive archive system
Support the development and implementation of a Community Accountability and Response Mechanism (CARM) appropriate for the cash transfer program

Assist with data entry and work with relevant project staff members to ensure appropriate data is entered
Provide inputs for monthly, quarterly, annual and other reports to Project Management Unit
Provide regular support to field offices on implementing tools and best practices

Support in standardizing M&E across projects
Support program staff to establish overarching M&E systems
Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flow of M&E activities and reporting
Participate in development of guidance and frameworks for procedures, policies and processes that assist in institutionalizing and supporting M&E in the country mission
Recruitment for new M&E staff and induction
Capacity building and training of program staff on M&E implementation, for example data collection and data management. Additionally, support in training staff on M&E technical and conceptual areas
