I was the head of the HSE Department of their Marine Division. Responsibilities included being in-charge of 10 HSE superintendents located in Singapore and worldwide, monitoring and giving them specific instructions in their daily and periodical jobs whenever required. I was also in-charge in monitoring and providing improvement processes in the implementation and maintenance of ISM / ISPS requirements and safety KPI for about 50 odd Off-shore support vessels operating worldwide including ensuring that internal and external audits are being conducted timely, reviewing and finalizing all incident reports, masters’ monthly reviews and reports; and Annual HSE Plan. In short I was fully responsible for all safety requirement of the division and the functions of the HSE Department.

Achievements:
• Reviewed, revamped and obtained RO endorsements for the ISPS manuals of the entire fleet of AHTS/OSV of the company (34 vessels).
• Reviewed, revised and updated the entire ISM /SMS manual of the company prior to leaving the company.
• Initiated, produce documentation and implement proactive safety programs on board vessels. My ‘Near Miss Reporting Program’ being the most successful program which I initiated, introduced, explained its usefulness and procedures to shore and shipboard personnel, implemented and report trends to shipboard personnel to assist them in pro-actively enhance safe operations and improving safety culture on board their vessels.

In charge of managing support station crane barges operating in the Gulf of Thailand under Chevron’s charter.
Achievements:
• Sourced, vetted, trained and supervised safety practices of Thai contract workers executing refurbishment work on accommodation spaces and rescue boats davit to client’s satisfaction.
• My analysis report and recommendations on barge anchor dragging incident in very heavy weather were fully accepted by the client to the point of offering to provide 50% of the cost of equipment that I recommended to be replaced on board.
• Trained barge personnel on safety awareness and culture to the satisfaction of Chevron’s project management safety department.

OPERATIONS SUPERINTENDENT à PETROSHIPS PTE LTD

I served as operations superintendent in a respected local company (Petroships Pte Ltd) that owned and operated product/chemical tankers plying regional waters mainly in Malaysia, Thailand, Indonesia, Philippines, Taiwan, South Korea, Japan and Western Australia.

Achievements:-

• I conducted a full investigation and follow up actions on a major grounding incident of one of our vessels in Japan, determined safety criteria and sailed on board to the repair yard in China. The investigation report, complete with root cause analysis and preventive measure suggestions was very well received by SIETCO (Shell), the time charterers of the vessel.
• My counter proposal to the management’s plan to revamp the work distribution and procedures of our Operations Department was fully endorsed without any adjustment and implemented by the top management.
• I was given the task of visiting the families of Malaysian crew members working on board a company’s tanker that was hijacked in 1998 and managed to convincingly reassure them that all hope was not lost and that the company and the relevant authorities were doing everything within their means to locate and return the crew back to safety. The vessel and crew were recovered in China and returned to owners about one and a half months later.
• Conducted full investigation and devised control measures to the satisfaction of our customers when they complained about transit loss in cargo on board our vessels.
• I made numerous contributions at improving and maintaining safe and profitable operations of our fleet. I had also contributed in giving numerous suggestions on some design features of our new chemical tankers built in Japan. The manifold and cargo line design of the company’s first batch of chemical tankers built in Japan were based on the design that I submitted to the management.
• Inspected and provided improvement proposals to numerous new buildings and conversion work on product and chemical tankers.

    I believe I had accomplished my childhood dreams to be a seafarer up to being a master mariner with command experience more than 20 years ago. I now wish to contribute back to the marine industry all the knowledge and experience I accumulated during my career at sea as well as ashore.
