Position duties consisted of comprehensive project management for design, permitting and construction of Capital Improvement Projects serving the 39th largest municipality in the United States: with a population of 437, 000 and a program budget of $1.36 Billion. Duties consisted of complete management of roadway improvement projects through the entire project life cycle: from inception, through design, public participation, public and private utility relocation, permitting and site acquisition, to construction, inspection and close-out. Projects varied from Regional Parkways (six lanes divided principal arterials) to unconventional arterial intersections such as Continuous Flow Intersections and Median Left-Turn hybrids. The City was the first certified by the state legislature under an Urban Construction Initiative (UCI) and autonomously provided project quality assurance and control based on Department of Transportation standards.
Serving as a Senior Transportation Project Manager at WilsonMiller, Inc., Mr. Ataya brings more than fourteen years of transportation and civil engineering experience to the Firm’s transportation team. Managed Developments of Regional Impact (DRI) transportation analyses and regulatory processes for several DRIs. This type of project typically includes several thousand residential units (homes) and extensive commercial and office development. Duties also involve lengthy and extensive negotiations with government agencies on the local and state levels regarding proportionate share, transportation impacts, and required transportation mitigation. The scope of recent projects run to over $100 million in total costs, with transportation mitigation projects for proportionate share in the range of $100-250 million US Dollars.
Position duties consisted of project management and administration of high priority projects and regional studies ranging in scope from $1Million to $30 Million: taking projects from inception to final implementation. Duties also involved extensive schedule development and report writing and presentation for Public Works and the city administration. Developing and scheduling priorities, implementing transportation programs in conjunction with comprehensive plan goals, objectives and policies; and representing the division and department on various regional and local boards and committees. Position helped establish and train four new engineers and two technicians within the division. Served as the lead engineer in developing The needs plan for the area's Transportation Summit detailing in excess of $3.2 Billion in transportation needs for the City of Tampa through the year 2030.
The position entailed extensive commercial and residential plan preparation and review. These projects included a new 65, 000-seat community stadium, and over 15, 000 acres of new subdivision parcel development in the New Tampa area : dealing with all aspects of study, design, permitting, construction, and platting for new subdivisions. Duties also included the review of corridor studies, and viable project alternatives, and preparing designs for streets, intersections and various parking and multi-modal transportation facilities. Duties also involved the preparation and administration of concurrency and comprehensive plans including impact fees, special lighting and development districts, administrative and variance reviews, and assisting with the master plan for transportation. Serving as a technical advisor to the Tampa City Council, Variance Review Board and Architectural Review Commission addressing difficult public issues in an open, televised, forum as well as numerous public meetings and press releases were also part of this varied and challenging position.

Project design and administration for the construction of multi-lane highways varying in scope from urban to rural and from three-lane to five-lane sections including four-lane divided sections over two miles in length. Project construction costs varied from $500, 000 to over $3.2 million per project. Consultant selection, contract bids and administration, pre-selection research, developing scope of services, reviewing preliminary engineering studies, comprehensive traffic modeling and project alternatives, drainage design and permitting, stormwater management and contact with regulatory and permitting agencies on the local and state levels were part of the daily responsibilities. Position supervised four technicians and an entry-level engineer.
