• Overall responsibility for project M&E activity; provide supports, advises, and guidance for activity-level M&E.
• Leads the design and implementation of the program-level MEAL plan, including the strategy for collecting, evaluating, and validating data to measure overall progress towards project intermediate results and goals.
• Ensure MEAL plan meets the needs of the program in terms of learning, analysis, and reporting.
• Ensure integration and strengthening of MEAL and IM components within all thematic areas in coordination with the project unit, following donor compliance.
• Design the program’s MEAL and IM systems and monitors their implementation and quality.
• Working on the program quality outcomes to ensure the high- quality of reports and data internally and externally.
• Manage and monitor a feedback and response mechanism to ensure complaints and suggestions from participants and partners are documented and addressed in a sensitive manner.
• Promote and oversee the regular assessment of program Data Quality.
• Ensure proper data protection measures.
• Maintain and manage the database of FORSA participant households.
• Develop monthly and quarterly dashboards and reports for both the internal team as well as donors in both languages.
• Develop visualizations of the data including the dashboard using programs like Microsoft Excel PowerBI and any other visualization tool.
• Ensure data collected is clean, well-organized, easily readable, and usable.
• Ensure information regarding participant households is consolidated in one place and is up-to-date.
• Oversee the designing of survey tools using ODK-based platform SurveyCTO.
• Oversee verification visits during the participant selection process.
• Check with the filed team random field spot checks on how data is being collected and entered.

• Prepare and coordinate assessments and surveys, follow-up monitoring, and evaluation exercises in order to obtain qualitative and quantitative data on the project performance indicators and objectives. This includes coordinating PDM surveys, exit interviews, and FGD with beneficiaries.
• Analysis of survey results and provision of high-quality written reports to share the methodology, findings and conclusions
• Ensure that the M&E plan is being implemented effectively and in compliance with donor, Medair, beneficiary accountability, and other professional standards.
• Carry out investigative work was required to ensure that best practices are being followed.
• Facilitate documentation (including report writing) on monitoring activities, program data, best practices, and lessons learnt to guide work plan revisions, future proposal development and project implementation.
• Develop and maintain effective information database on projects
• Contribute to the information management of data that allows the monitoring of activities and supports the implementation of projects.
• Maintain a transparent, honest and supportive communication structure with the Medair team, with communities, beneficiaries and donors.
• Work closely with IM team and data entry to ensure that up-to-date data is being collected for all projects, in line with the project targets, and on time.
• Work with project managers to ensure the sufficient collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing programs and services and for reporting on donor commitments.

• MEAL system components - selected programming responsibilities
o Vision: Collaboratively consolidate, refresh, and communicate a vision for MEAL in the Jordan programme. Contribute to management decision making and the organizations strategic direction informed by evidence from MEAL systems.
o Project and programme design: Support the development of evidence-based programme Theories of Change, logical frameworks, and the development and selection of indicators for new and existing grants.
o Accountability to Affected Populations (AAP): Ensure the Jordan programme’s AAP Feedback Guidelines, Feedback and Complaints Mechanism SOP, and AAP Communication guidelines, are mainstreamed in a way that the Jordan programme is practically accountable to the beneficiaries and communities it serves.
o Assessments, monitoring & evaluation: Support and/or deliver high quality assessments, monitoring and evaluation activities, including the development of tools for qualitative and quantitative data collection, analysis and use such as for post-implementation and post-distribution monitoring. Manage and/or oversee internal and external summative and formative evaluations.
• MEAL system components - cross cutting responsibilities
o Programme quality expectations: Promote the integration of programme quality expectations into MEAL activities, including Humanitarian Principles, the Core Humanitarian Standard, Sphere, donor guidelines, and Medair policies and procedures.
o Data quality: Promote and oversee the regular assessment of programme Data Quality (integrity, validity, precision, reliability and timeliness).
o Learning and adaptation: Promote continuous improvement and innovation, ensuring that endorsed action points from MEAL activities are documented, shared, and factored into project design and management.
• MEAL system components - management responsibilities
o MEAL planning: Develop and deliver on project and programme level MEAL plans.
o HR: Line-manage MEAL personnel, oversee the recruitment of new MEAL staff, and manage staff professional development (including objectives setting, regular feedback and appraisals).
o Training: Assess the capacity needs of MEAL and, as appropriate, non-MEAL staff and ensure appropriate training is provided through different means.
o Budgeting and financial management: Support budgeting for MEAL activities and personnel in coordination with programme and finance teams. Manage Purchase Requests (PRs) and Payment Disbursal Forms (PDFs) for MEAL related activities, in coordination with the logistics and finance department.
• MEAL system - strategy, approach and other selected components
o Internal and external communication: Contribute to appropriate, regular, transparent, and supportive communication between the MEAL team and all other departments, as well as Field and GSO advisors, and relevant external stakeholders (e.g., beneficiaries, community leaders, local and national government authorities, service providers, UN agencies and other NGOs) with the objective of ensuring good cooperation and partnership.
o Internal and external collaboration and networking: Participate in relevant internal and external working groups and networks, including Medair’s Regional MEAL Community of Practice and the Amman MEAL network.
o Collaboration with Information Management team: Work closely with the Information Management (IM) team to develop and revise tools for data collection, analysis and use.

• Maintain M&E data and keep data well organized for all monitoring activities.
