Establish the HSE and security management plan for the sake of loss prevention of the site.
Plan for and perform the site HSE and security management programs.
Plan for and implement the site HSE & security training programs.
Check and improve the hazardous construction work conditions.
Manage occupational health, workers’ health examination.
Establish an emergency action plan in preparation of an accident occurrence in order to save the situation and restore the area after the situation is over.
Investigate the cause of accident, establish preventive countermeasure and report the result to home office and local governmental authorities concerned.
Establish the emergency response plan for major accidents and provide the training and the result report.
Record and keep the statistics of accident reports.
Provide the HSE security equipment and personal protective equipment.
Provide the preventive plans for hazardous material handling.
Support discipline supervisors for performing their job safety.
On regular schedule, take a site safety and security patrol to find any inappropriate practice. Inform assigned superintendent to take a necessary measure to correct discrepancies, and assure that corrective action is followed up.
(Responsible for ensuring that Project HSE Management policy, plans and procedures are implemented effectively and are suitable for the their purposes and use for which they are intended.
Establish Permit to Work System and manage and train relevant personnel.
Report the performance status of Project HSE and relevant issues to the Corporate QHSE Team and Project Manager.

Support the HSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
Provide support to Project and Operation team in all aspects of safety, occupational health, safety and environmental issues.
Support the HSE Manager in ensuring HSE compliance and perform regular HSE audits in the areas of business operations.
Ensure training, tool box meetings, and drills are implemented as part of the company’s training and HSE program, i.e. emergency response systems, etc.
Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the HSE Manager for promulgation to the management
Manage Safety Statistic reporting, Track and provide regular HSE performance reporting to the Dept head.
Conduct HSE trainings and orientation to all new employees.
Ensure all worksites are HSE compliant with Company policies and safety standards.
Support HSE personnel’s in the development of work site HSE campaigns and good practices.
Supervise, evaluate and counsel Safety Department Representatives.
Assess Company health, safety and environmental policies for effectiveness.
Evaluate and document compliance with all appropriate health, safety and environmental procedures through regular assessments and audits.
Identify hazards and risks and, in conjunction with management, identify actions to mitigate, eliminate or control these.
Provide safety and health training information for education of management, supervisory, and other personnel.
Maintain and submit required reports.
Monitor and assist with corrective actions of the following:
*Incidents (causes, results and corrective actions).
*Audit analysis, safety culture, attitude and behavior.
*Trend analysis of unsafe acts and conditions.
*Application of safe work practices.
Implement company safety policy, procedure and client HSE plan.
Prepares implements and monitors the HSE manual and contract specific HSE procedures in accordance with client HSE management system.
Implements and maintains of safety management system as per HSE plan in accordance with local law and responsibility for overall control of all HSE related issues.
Inspects all lifting equipments such as cranes, forklifts and maintains their valid load certificates.
Conduct safety induction training, toolbox meeting for all personnel and maintain records.
Health and safety requirements as well as environment.
Inspects of scaffolds, power tools, hand tools and temporary electrical installation and surveillance of radiation safety.
Ensures proper personal protective equipments, housekeeping and emergency procedures plan, etc……
Prepares weekly and monthly site safety reports.
Arranges work permits ( cold - hot - vessel entry - electrical isolation - confined space …etc. ) and Ensures that work permit system in forward whenever required.
Prepares written procedures, safety bulletins and instructions ( safety signs and notices ).
Classifies and identifies color codes.
Follows the operation and using of all fire fighting system.

Issuing all Instructions dealing with Work Permit Controllers.
Coordinates with other departments supervisors for any work inside units.
Coordinates with site manager and commissioning manager in case of emergency.
Coordinates with fire chief for fire drills and with site manager or safety for any other precautions.
Performs all clerical and office works.
Issuing all kinds of work permits for the entire refinery.
Performs daily gas tests ( natural gas, oxygen, H2S, etc……. ).
Checks all safety precautions for all restricted areas.
Checks all safety personal protective equipments ( P.P.E ).
