In this role, I oversee all financial aspects of the foundation's projects, including regional project mandates, budget amendments, and quality checks. Responsibilities include year-end and accruals bookings, project statements, financial reports, and managing local accountants. Additionally, I manage head office bookings, develop payment plans, and ensure meticulous financial accountability.
• Perform and maintain all the financial reporting in line with donors’ budget, and government policies and procedures
• Oversee preparation and monitoring of program budgets in collaboration with key program staff, track all expenses and disbursements, and facilitate periodic internal budgeting
• Manage cash flow funds to assure fund availability for programmed project activities
• Supervise financial management, accounting, and admin staff
• Regularly review payroll calculations including withholding and recording all applicable income taxes or other social payments, based on country tax rules.
• Develop procedures for monitoring, managing, and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending.
• Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
• Coordinate and oversee program tendering and procurement activities in country.
• Oversee monthly financial reporting and liaise with Swisscontact Country Office and Swisscontact Regional Office to resolve any questions.
• Develop and implement office administrative and personnel systems.
• Lead annual reporting to Govt. counterpart and ensure compliance with local laws
• Supervise project staff and consultants working on finance and administration for the project.
• Monitor partners' management of funds, financial reporting, advances, reimbursements, and cross check source documents;
Finance:
• Ensure Financial accounting is in compliance with the requirement of Swisscontact, donors (SDC, MetLife, Novartis, etc.) and local authorities such as NGO Affairs Bureau and the tax authorities
• Ensure financial internal controls are in place and adhered to
• Maintain systems for program budget monitoring and tracking that include financial and contractual data
• Analysis financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements
• Manage all NGOAB related audits including preparing management responses
Procurement:
• Carry out procurements and quality control of goods and services following Swisscontact and donors' procurement policies and guidelines
• Carry out vendor enlistment for all required goods and services at least once in two years.
• Time to time update vendor list in consultation with Head of Operations
• Lead the procurement process and ensure EOI, RFP and ToRs are properly formulated
• Ensure procurement committees are formed timely and avoids Conflict of Interest
• Successfully closed this well renowned project with budget of CHF 2.8 million.
• Responsible for the preparation of monthly financial reports, budget, and completion of the reporting requirements.
• Performed detailed analysis of accounts, prepare month-end reports, and presented findings to top level management.
• Key in entries and maintain the company’s general ledger according to mandate & GAAP.
• Ensured compliance of TDS/VDS with National Board of Revenue for each disbursements.
• Conduct a review of the monthly Expenditure Statements and balance sheet reconciliations before sending head office in Switzerland.
• Provide support for the annual internal and external audits.
• Manage online disbursements and prepare statutory report such as form 108, etc.
As an Account Officer managed and prepared reports for various fund by donor organization s(GTZ, KfW, ADB and World Bank). Prepared monthly and quarterly fund utilization reports and withdrawal applications for donors and internal uses. Have been involved in fund management, processing disbursements & maintaining accounting records of US$ 325 million credit A/c with IDA, US$ 160 million credit A/c with ADB, maintaining bank accounts (BDT and USD), Dollar Special A/c (DOSA) with Bangladesh Bank, ensuring documentation of loan portfolio.
