•Ensuring effective implementation of HSE Management System by taking required proactive measures to accomplish the company objectives
•Develop and ensure the implementation of required Site - specific procedures and programs to cover the site work activities and incentive program for the best safety minded personnel as per HSE Manual and client standards
•Provide technical support and advice on Design stage, Construction stage, Unit shutdown & Turn around Maintenance work, Unload test and Commissioning stage
•Engaged on routine inspection of worksite, Plant and Machinery, Powered Operated tools, Hand tools and First Aid KIT,
•Review and comment on all Subcontractors HSE Plan & CEM Plan, HSE procedures, Method Statement, Hazard Identification and Risk Assessment (HIRA) Fire Risk Assessment (FRA), Environmental Impact Assessment (EIA), and Safe Operating Procedures (SOP), Site and Camp Accommodation Emergency Plan and Evacuation Procedure to make necessary changes according to the prevailing situation
•Participate in preparation of HIRA, JSA, HAZID, SIMOPS Plan and took part in HAZOP meeting and FEED review
•Plan and supervised inspection and testing of all safety and fire -fighting equipment such as fire hydrant, hose reel, hoses, fire extinguisher, fire detection and alarming system & gas monitoring devices
•Develop HSE Key Performance Indicator (KPIs) using leading & lagging indicator to monitor the company and sub-contractor Project HSE performance as per company HSE Manual
•Develop, review, Implementing waste management Plan and coordinate with concern department on selection of License Waste Handler Contractor in line with client and local environmental standards
•Participate in internal and client schedule audit and follow-up with recommendation until closed-out
•Planning, coordinating and conducting emergency drills such as fire drill, medical drill, fall from height drill, confined space drill to ascertain preparedness for unforeseen circumstances and evaluate the effectiveness of the exercise.
•Offering advice to project personnel in the areas of PTWs, Isolation, Installation and Chemical Handling
•Coordinate and participate on weekly, monthly HSE Work-through and Project HSE Review (PHSER) with Client representative in order to ensure all project activities are in-line with stipulated procedures and standards
•Prepare /Provide information for Tool Box Talks and actively encourage management / line supervisor to deliver TBT on relevant subjects on daily basis
•Tailored and provide in-house training and Liaise with Third Party HSE Course provider for HSE Training in accordance with project requirements and client specification
•Maintain close working relationship with appropriate Site Managers, Construction Manager and Corporate HSE Manager
•Conducting HSE Induction for new employees, visitors and personnel who violate HSE site rules and coordinate On-job training with line Supervisor and Site HSE Supervisor as required
•Provide technical support and advice on selection of Plant and Machinery, Tools and Personal Protective Equipment as per Project Specification and prepare HSE budget as per Project scope
•Track Incident report and investigation process of all site incidents and ensure that, all incidents are promptly reported and investigated. Participate in investigation to determine the root causes and make corrective, preventive measure to prevent recurrence and maintain action track till close-out of recommendation.
•Developed Project H, S & Construction Environmental Management Plans, Safe Work Procedure, Emergency Procedures and HSE Bid documents
•Set-up and coordinate HSE Training Section and provide basic offshore refresher training and task HSE required training as per internal HSE matrix Plan and client requirement and evaluated attendee’s performance with proper records
•Plan and conduct routine inspection of offshore and onshore work site such as equipment and plants, lifting operation. Erection works, site facilities and communicate inspection and audit observation report to concern department for close-out and track recommended corrective and preventive actions and follow-up to ensure compliance with company HSE Management system and Kept a check on the Tool Box Talk being conducted at worksite & provide related HSE materials for Mass Tool Box Talk
•Act as Contractor HSE focal point for all HSE related issues and communicate same to line management
•Monitored & coordinated deep excavation and trench work, confined space activities, simop, hot work, scaffold erection / dismantling work, lifting operations, high rise structure installation of grating, structural demonization work, tie-ins, etc.
•Plan and coordinate, and conduct routine inspection and testing of safety devices and life-saving equipment such as fire detection system and firefighting equipment, toxic gas detection and monitoring, self-contained breathing apparatus, anemometer, hygrometer, thermometer and life vest
•Provide support for pre-mob inspection service for equipment and facilities prior to mobilization to offshore and site and monitoring hygiene issues and house-keeping at facility and camp accommodation at both offshore and onshore
•Maintains link with onshore HSE management and staff and promotes safety and environmental culture at all levels and Participate on weekly, monthly HSE Meeting and walk-through with client representative.
•Arranged and coordinated with facility HSE Manager and logistic department for offshore HSE Induction and offshore facility familiarization of new employee and last six month visited personnel
•Participated and monitoring emergency drill exercises at accommodation, work-site and advice the line supervisor on observation during an exercise and submit recommendation to Management for reference
•Prepare and submit HSE Report (Incident/Accident Preliminary and Detailed Investigation) and Project HSE statistics (weekly and monthly ) to QHSE Manager and Client
