value engineering savings through design optimization and procurement strategy.
• Alternate COR (A/COR) for the $140M Jordan-Iraq Power Interconnection Activity under the Economic
Development and Energy Office (Al-Risha substation, 400 kV transmission line to Iraq).
• Agreement Officers Representative (AOR) for the United Nations Office for Project Services (UNOPS)
furnishing and equipping agreement covering all USAID infrastructure in Jordan: hospitals (Health Office),
schools and kindergartens (Education Office), and Ministry of Tourism and Ministry of Finance equipment
(Economic Development and Energy Office).
• Represented USAID in high-level meetings with Ministers and Secretary Generals across the Ministry of
Health (MOH), Ministry of Public Works and Housing (MPWH), Ministry of Energy and Mineral Resources,
Ministry of Tourism, and Ministry of Finance; led pre-bid conferences and coordinated UNOPS, MOH,
MPWH, implementing partners, supervision consultants, and international contractors on progress, QA/QC,
health and safety, and environmental compliance.
• Delivered training and capacity building to MOH and MPWH on engineering best practices and donor
compliance; facilitated community engagement and inclusive consultations for affected populations.
• Prepared activity approval packages, Independent Government Cost Estimates (IGCEs), technical
specifications, scopes of work, and management reports; drafted narratives for Operational Plans, Country
Development Cooperation Strategy, and Project Appraisal Documents; sat on Technical Evaluation
Committees and contractor prequalification panels; represented USAID in MPWH Special Tendering
Committee (STC) bid evaluations, and the Government Tenders Department (GTD).

Expansion Project (JSEP) and Schools of Knowledge Economy Project (SKEP). Alternate Contracting Officers
Representative (A/COR) for the Construction Management Task Order and Inclusive School Design Program
(direct USAID contracts), and Activity Manager for HCC with final approval authority on HCC payments and
change orders.
• Managed 76 concurrent infrastructure activities, overseeing implementing partners, supervision firms,
Architect-Engineer (A-E) consultants, and government counterparts across the full design and construction
lifecycle.
• A/COR for the Construction Management Task Order and Inclusive School Design Program; 30 new schools
delivered under a fixed-price A-E contract with inclusive design standards.
• Activity Manager for HCC construction contracts under FIDIC Red Book per USAID ADS COPA; final approver
on behalf of USAID for HCC payments and change orders.
• Conducted scoping and field visits across Jordan with QA oversight across all 76 school sites; produced field
reports on contractor safety, quality, environmental, and contractual compliance; reviewed A-E engineering
designs, environmental assessments, technical reports, feasibility studies, contract documents, variation
orders, and contractor prequalification and bid submittals for compliance.
• Prepared IGCEs, scopes of work, and activity approval documents; reviewed technical submittals from
supervision firms, design offices, and line ministries; produced internal management and congressional
funding reports.
• Represented USAID in high-level meetings with Ministers and Secretary Generals at the Ministry of
Education (MOE) and MPWH; led pre-bid conferences; managed donor coordination meetings; advised
counterparts on contracting and procurement policy; facilitated community engagement and inclusive
