Controller Registration and Records; Controller Transport at Zimbabwe Posts Pvt Ltd

Based at the Harare Central Sorting Office the Controller Registration and Records performed a dual role of managing two separate sections as one.

In the records Section the controller is expected to supervise and manage records staff who accept and capture all bills (documentation) retrieved from the various cages that process mail of various classes (Parcels, Registers, Small Packets and Ordinary Mail).

The duty included making sure verification notes (electronic queries) were sent for any mail bags and consignments with any anomalies as well as managing an online track and trace enquiry system used by postal administrations to track and trace individual items.

The duty also included management, support and error reporting/resolution (in conjunction with internal I.T. department and UPU agents online) of an internationally used & “International Postal System’’ (I.P.S) used to process international Mail.

As this was the records section, we were also responsible for filling and storage of all records to do with receipt and distribution of mail items. It involved filling all bills captured by country of origin, year and mail class for international inbound mail, with the same thing also being done for international outbound mail, were bills were filed according to country of destination, year and mail class. For items received in within the local network bills were also filled in a separate area reserved for local bills which also involved a similar filling system to international items where bills were filled according to office of Origin for incoming local items and office of destination for local outgoing, then according to year, and finally mail classes etc.. Filling in each individual file was also done according to a numerical sequence which the confront head to regularly verify and spot-check to make sure verification notes, irregularity reports and corrections were done were need be.

The records section is also responsible for stocking and issuing of all types of forms and bills, security items like seals and other various stationary which the section would manage. This entailed ordering new stock from central stores, adequately stocking all required items and issuing to the various sections at the office.

All these duties and more were supervised, authorized and checked by the controller records to make sure everything was being done according to proper procedures as well as logical & numerical sequence.


In the Registration Section the controller was in charge of supervising and managing registration cages staff who receive, open, process and dispatch registers to different locations domestically and internationally.

Duties in this section included checking daily balances and reconciliations of received, processed and dispatched registers and small packets.

Duties also included production of weekly and monthly sectional reports detailing volumes handled in the various cages.

Facilitating special deliveries for clients that would come on sight, dealing with customer inquiries and queries, as well as offices nationwide were mail would be distributed was also a duty of the registration controller.

The work in this position mainly involved planning of workflows and mail processing procedures at the Harare Central Sorting Office which is the Main International Main Sorting Center in Zimbabwe which receives and distributes both local and international incoming/outgoing mail items of all classes.

This involved internally managing and ensuring compliance with the Universal Postal Union (U.P.U) policies and procedures on mail processing in terms of set regulations and guidelines, Quality of Service standards management and Control.

The job also included being part of a team that would read, implement and review of U.P.U Congress proposals/resolutions, as well as participate in the formulation and/or recommendations of new proposals and regulations, or amendments to already existing ones, so as to give a final country position.

The organisation also offered a Mail-room Management service offered to cooperate clients, who would deliver their weekly/monthly statements to our mail-room, for processing, distribution and delivery into the postal network. The operational side of the service was responsibility of my office, and thus we would provide manpower to process that mail as it came in large quantities. This would be done through redistribution of local staff at the central sorting office, or through the hiring of casual staffers to clear the mail in a timely manner.

The position also involved performing section specific administrative functions like staff performance appraisals and leave liability management.

Also being a part of the Member of the Management team for my station at the Harare Central Sorting Office, i would take part in weekly and monthly meetings as the local management, as well as other periodic meeting with different stakeholders like customs and cooperate clients to deal with operational issues of varying natures.
