Projects Portfolio Team Leader of Consultancy & Construction Projects

• Manage and leverage the life cycle of investments, initiatives, programs, projects, and outcomes to optimally achieved enterprise ADDC goals and objectives.
• Manage professional projects team responsible in all project stages from technical feasibility & evaluating the techno-economical alternatives through utilizing the resources available & maintaining the knowledge to upgrade in the future plans covering the range of project initiation, manage the tendering process, execution & commissioning infrastructure development projects and ensure their effective and efficient implementation with good quality and best engineering standards.
• Manage Contract Tendering process ensuring that tender documents are sound from the technical, contractual, financial and legal aspects, all technical specifications are met and required documentation produced.
• Resolves financial claims, contractual claims and related issues, taking required action upon proper scrutiny of requests.
• Plans, manages, and direct $ (150) million of Consultancy & Contracts for 12 large-scale development infrastructure projects for upgrading and replacement networks (potable water and recycle water) based on the condition assessment during 2008-2018 (Projects list attached).
• Managing the consultancy projects with international consultants such as ITALCONSULT, MWH, DR.M.A El Saie Consulting Engineers, Dar Al Handasah Nazih Taleb & Partners, KN International Architects and Engineers LLC and Tebodin Consultants and Engineers.

Asset Performance Manager

• Lead the development and implementation of asset management strategies supported by high quality of asset management policies, systems and practices to achieve optimal return on investment and effective deployment of the ADDC property, infrastructure and/or equipment portfolio and formulates long and short-term plans for capital investments relating to strategic water network development.
• Lead and manage a team of five Professional Engineers to develop investment plan of potable water and recycle Water asset infrastructure network in Abu Dhabi Distribution Company to maximize the effectiveness of the asset infrastructure, defining the investment and work required to deliver the high level of service outputs and manage the programmes of work.
• Identify, quantify and monitor the delivery of the future asset investment requirements, take account of key factors including the growth and connection requirements; condition and performance of the assets; statutory obligations; economic regulation; and current and emerging best practices.
• Study, plan, design and model of investment scenarios and options for the replacement, maintenance and inspection of the existing systems and facilities to ensure they meet service requirements and comply with the asset security standards, codes and licenses.
• Analysis of the feedback against time, cost, benefits and risks for all investment projects and programmes of work and provide decision resolution for different levels of exception where projects or programmes of work go out of agreed tolerance levels.
• Identify emerging risks and develop suitable response strategies, procedures and work instructions in a timely manner, challenging assumptions on cost/benefit and risk aversion as necessary

• Developed a comprehensive Water Policy, Strategy, procedures, water master plan for sustainable development and management of water schemes in Jordan Valley (JVA).
• Developed Water Management Information System (WMIS) and integrated with GIS and CMMS which achieved optimal water management information system and provided a decision support system and helped to select the most rational water strategy and Management of water resources, including the management of all infrastructures related to delivery of bulk water and management of water distribution.
• Developed control procedures which ensured that JVA’s existing water delivery and distribution infrastructure, systems and facilities were managed and controlled in an efficient, transparent and equitable manner, while using private sector participation where appropriate.
• Managed the control of 50 MCM/year treated waste water from Khirbet As-Samra flows into King Talal Reservoir in the agricultural sector to reduce the strain on water resources in Jordan.

•Led a $15 million project of consultancy and construction (Middle Gour Project) to convert open canal to pressurized pipes irrigation networks (650, 000 square meters), including installation of a major conveyor pipeline totaling 60 kilometers in length (1600-900 mm) and installation of a distribution network with a total length of 3000 kilometers (600-200 mm) including the construction of four water pumping stations.

•Led a $10 million project of consultancy and construction (Zarqa Triangle Project) to pressurized pipes irrigation networks (165, 000 square meters) which included installation of a major conveyor Irrigation pipeline 40 kilometers in length (1500-800 mm) from Talal Dam.
