Lead and manage performance of a team of HSE professionals by delegating the responsibilities and authority to HSE, security, medics, and administration staff in order to effectively implement the HSEMS and approved safety programs.
• Define, develop and maintain the HSE Management System, and create and implement the internal audit system in line with AD (OSHAD), OHSAS 18001 and ISO 14001 standards across the business; ensure HSE management system regulatory compliance and certification,
• Administration and implementation of the project specific HSE plans, providing technical input for the revisions to meet changing circumstances throughout all projects phases.
• Establish HSE department goals, targets, and objectives; actively participate as necessary to support subordinate employees in achievement of established goals, targets, and objectives.
• Work closely with client and sub-contractors teams to develop a positive safety culture.
• Determine annual HSE budget required for training, employees, business protection, inspections and emergency preparedness.
• Collate and analyze performance data and charts against defined parameters, writing management system and investigation reports.
• Ensure effective communication programs exist to promote health and safety at all levels, identifying risks and share best practices, through alignment within company operations.
• Provide technical advice on health and safety on H&S matters; assist in the identification, assessment and control of hazards and ensure adequate risk assessments are in place to prevent accidents and provide employees with in a safe working environment.
• Ensure compliance with current and proposed health and safety and environmental legislation and guidance.
• Participating as a facilitator for all HSE related issues, attending client HSE meeting and delivering internal HSE progress & performance both at site and at head office.
• Produce regular HSE performance reports including; incidents, achievements of SHE milestones and statistical analysis.
• Develop and manage business continuity and fire safety plan based on prevention, protection, and intervention (work and external safety).
• Promote a high site safety profile through the development and implementation of site safety campaigns, initiatives and safety incentive schemes.
• Development, implementation and maintenance of inventory safety supply and company PPE program.
Responsible for implementation, promotion and continuous improvement of HSE management system, policies, standards and procedures in the project.
• Carry out Safety Audits, Safety Inspections on the work sites, follow up, regular review and close out of Audit recommendations & inspection reports.
• Investigation of accidents, near miss incidents to find out immediate causes & root causes, follow up on corrective & preventive actions and other recommendations of the investigation report.
• HSE inspections such as Conduct Daily, Weekly, Monthly Safety Meeting, conduct Daily Safety Inspection for Allocation, Induction training Conduct Daily Tool Box Meeting and Safety briefing.
• Provide required safety services to the client during airport construction and help assure the existing safety program was followed.
• Development & implementation of Safe Operating Procedures for the related activities in coordination with the technical personnel to the civil construction & MEP works. Co-coordinating for work permits, excavation, confined space, lifting, hot work permit, hydro test etc.
● Responsible for applying and sustaining the Abu Dhabi Municipality Codes and Standards and implementing the Project HSE Plan on Site.
● Offering management services that ensure Fire/Safety Procedures are being performed at all places.
● Accountable for ensuring that:
○ Work site and the facilities shall meet the terms with all environmental and health and safety requirements arising from the suggestions and conclusions of an environmental impact assessment of the project (As the YAS shopping mall has 2 Pearl Ratings).
○ Employees are getting ongoing safety education, induction and training as well as assisting them to develop skills like working at heights, scaffolding erection and dis-mantling, first-aid, emergency response procedure, permit to work system, lifting operations, excavations, confined space entry & hot works.
● Imparting routine visit with project management team on site, finding the hazards, advising the management to take corrective actions on the hazard.
Executed and sustained the Saudi Aramco construction safety manual, loss prevention programme and applicable GIs (General Instructions) on work site.
● Conducted safety inspections through out the project and advised the management to take prompt correct action.
● Ensured that:
○ Work site and the facilities shall fulfill all environmental and health and safety requirements arising from the recommendations and conclusions of an environmental impact assessment of the project.
● Maintain the procedure according to OSHA’s 18001, ISO 9000 and ISO 14001. Maintain the Regulation Rules of
EHS procedures on the work site.
● Response for implementation, monitoring, surveillance and documentation of the HSE requirements.
● Advise to project supervisory and management staff on compliance with law.
● Responsible for reporting to the project manager and H&S manger where improvement can be made as well as
discrepancies with correctives action.
● Carry out HAZIDs risk assessment for project routine and non-routine activities. Carry out check list for all risk
assessment for ongoing activities and review the risk assessment if required.
● Ensure proper maintenance, and operation of all safety equipment.
● Development & implementation of Safe Operating Procedures for the related activities in coordination with the
technical personnel to the civil construction & MEP works. Arranging work permit, cold permit, excavation permit,
confined space permit, lifting permit, hot work permit etc.
● Coordination with client process team members.
Develop the necessary knowledge and skills required to effectively manage environment, safety and health programmes Acquire an in-depth understanding and competence in environment, safety and health practice Develop a detailed knowledge of the relevant legislative base with respect to environment, safety and health Be aware of the role and function of other environment, safety and health professionals and the value of the team approach to environment, safety and health practice Develop a full appreciation of the physiological and toxicological effects of exposure to, or contact with, various physical and chemical agents within the occupational environment and be able to identify the means of controlling the hazards presented Develop the necessary scientific and technical skills associated with analysis and the evaluation and interpretation of data Be capable of communicating effectively with other professionals, and non-technical people.
