Buyer these commodities and Supplier portfolios tend to be larger in scope and complexity
• Explore available technology and implement best practices related to purchasing activities
• Lead cross-functional sourcing teams to execute agreed upon purchasing strategies for assigned commodities
• Negotiate and implement supplier agreements, including Non-Disclosure Agreements, Statement of Works, Basic Procurement Agreements, and Terms & Conditions
• Effectively interact cross-functionally with SQA, Manufacturing Engineering, Engineering, Production, Finance, Materials, CSG (Customer Service Group), Bids & Proposals and other Departments
• Proactively engage with Key Suppliers to ensure that supplier capabilities and products meet the current and future
requirements of the organization
• Produce RFQs, competitive bids, bid evaluations and Purchase Orders utilizing Cost Benefit Analysis
• Evaluate and manage existing and potential suppliers based on the principles of Total Cost of Ownership
• Ensure thorough understanding of and strict adherence to policies and procedures relating to the WESCAM Procurement
department, overall WESCAM business policies and L3 Corporate policies and mandates
• Assume an informal leadership position within the department, which includes assisting in the development of junior and intermediate buyers, summer interns and rotational assignments
• Identify, create & manage special projects focused on enhancing key business processes within primary functional area
• Ensure complete flow down of customer contractual requirements into subcontract Terms & Conditions
• Manage supplier recovery schedules to meet organizations demand requirements
• Evaluate and manage dual sourcing and outsourcing activities

• Manage and supervise team of 5 (buyers, expeditors, receiving personnel) for all purchasing activities
• Hired to develop purchasing department and establish department policies and procedures
• Procurement of raw material, tooling, subcontracting requirements etc., for Boeing (AH-64 Apache Block III, CH-47
Chinook), GE (CF34-3), Sikorsky (UH-60), Rolls-Royce (Trent 500, 800, 900, 1000, 7000) Gears & Transmission parts
• Create RFPs, RFQs and manage the bid processes to negotiate best pricing, quality and deliveries
• Daily review of departmental matrix and implement KPIs
• Overview of planned orders, late to release and exceptions reports to establish zero past due actions
• Regular follow up of open orders and expedite as required, for uninterrupted supply of material to production team
• Attend daily production & operations meetings to have clear understanding of material flow & discrepancies
• Attend weekly & monthly S&OP, demand planning, forecast, revenue meetings to publish customer shortages
• Price negotiations (LTA) & review of contracts for procuring raw materials, tooling and services at optimum pricing
• Identify actual and potential delivery problems and take proactive steps to advise the appropriate internal stakeholders
• Participate in monthly, quarterly and yearly cycle counts to maintain inventory accuracy at suppliers location
• Manage the implementation of Engineering Change Orders, Non-Conformance and Corrective action reports
• Establish solid relationship with internal departments and external suppliers to support the production environment
• Working with project management team to identify potential cost savings, cost initiatives and inventory reduction
• Maintain as interface to support and liaise with development engineering and supply base for new development
• Overview of Master Data integrity, cost roll and its continuous maintenance in the ERP system
• Effectively managing supplier relationship with current and new vendors by regular visits and meetings
• Monitor & Review of monthly supplier scorecards and discuss key issues affecting quality & deliveries
• Maintain as interface to support and liaise with development engineering and supply base for new development
