• Ensure that the contractor submit the HSE Plan and other records based on the criteria set.
• Evaluate the bid and submit for final recommendations to award contract.
• Review the HSE Plan and arrange kick-off meeting, discussion to cover as a minimum the project specific approach, hazards and their control measures, emergency procedure, HSE trainings, communications, environment protection etc.
• Verify contractor’s HSE Plan and conduct pre-execution audit.
• Overall responsible for assisting in the implementation of the HS&E Project Execution Plan for the work site.
• Conduct routine site inspections and audits.
• Follow-up for the close out for the any reported observations or non-compliance.
• Issue HSE Default notice to contractor in the event of failure to comply with the approved HSE requirements.
• Assist supervision and management in conducting incident investigations.
• Continuously monitors the work environment, especially for work performed under specific Permit to Work requirements.
• Communicates appropriate HS&E related information on an accurate and timely basis to the work force.
• Support or leads hazard identification exercises.
• Participates in regular HS&E meetings with the Contractors and related interested parties with the view to discussing HS&E concerns and actions common to all.
• Encourage overall hazard identification and reporting as well as immediate reporting of all incidents and Near Miss incidents by all site personnel.
• Ensure Contractors coordinate appropriate orientation or other training for personnel commencing employment in compliance with the specific HS&E Project Execution.
• Coordinate audits and submit the monthly report for the contractor’s HSE performance.
