Accounting and Finance:
· Administer, coordinate and monitor the office’s fiscal affairs in accordance with prescribed policies and procedures, including accounting, budgeting, forecasting, reporting, cash management and analysis of operations, ensuring timeliness and compliance according to AMIDEAST requirements and host country laws.
> Responsible for all field office accounting including monthly closing process, accounts payable, accounts receivable, payroll, monthly reconciliation activities and audits. All to be prepared in a timely manner and in accordance with HQ standardized processes.
> Process inventory of fixed assets, test materials, and publications.
> Support development of AMIDEAST’s field office annual operating budget, rolling forecasts, and related internal management and operational reporting.
> Participate in the proposal pricing process as a key member of proposal team.
> Work closely with HQ Treasury Department to effectively prepare accurate annual cash budgets, quarterly forecasts and weekly cash positions.
> Prepare financial reports as required for program sponsors in coordination with HQ accounting and HQ contracts and grants departments.
> Liaise with banks on operational matters; prepare and transmit domestic and international wires, and Electronic Funds Transfer (EFT) payments.
> Monitor and review field office (functional) and program financial performance, keeping management abreast of current and projected performance and trends.
> Maximize the use of AMIDEAST’s transaction accounting system - Deltek Costpoint, as well as the SRA Point of Sale system.
> Oversee training and development of accounting staff.
> Manage all payroll procedures, including payment of social security taxes, review of all time-sheets for accuracy and completeness, and preparation of payroll for approval by Country Director;
> Maintain high ethical standards of confidentiality and professionalism in representing AMIDEAST
Human Resources:
* Develop personnel policies in accordance with AMIDEAST headquarters policies and Kuwaiti Labor Law;
* Update employment contracts in accordance with AMIDEAST headquarters policies and Kuwaiti Labor Law as needed;
* Ensure that regulations on time and attendance, requests for leave, overtime and compensatory time, communications policy, and ethics are understood and adhered to by all staff;
* Monitor balances of annual and sick leave;
* Maintain staff files, including keeping position descriptions and contracts current;
* Advise on staff needs for training and development;
* Act as group coordinator for medical insurance plan.
Administration:
* Develop standard operating procedures for office in accordance with AMIDEAST headquarters policies;
* Identify and implement measures to maximize the security of the building and grounds, occupants, and property, coordinating with the Embassy’s Regional Security Officer and with AMIDEAST headquarters to analyze security issues;
* Ensure that building, grounds, and property (including photocopiers) are properly maintained, cleaned and serviced;
* Ensure that IT services are running properly, coordinating with IT staff at AMIDEAST headquarters and in the region as necessary
* Manage office maintenance contracts and supervise cleaners, service people, and gardener;
* Supervise Expediter / Mandoob
* Supervise receptionists/cashier
* Assist with all Ministry needs, including writing of official documents, engaging with various Ministries for administrative duties, as necessary.
