As Project Manager assigned by the GDMP Program for the Ministry of
Municipal and Rural Affaires to the purpose of this Procedure is to define
the process to assess and recommend mitigation for Troubled Projects
within the Amanat and the Baladiyat over 2400 projects.
Key Responsibilities:
• Lead the assessment of troubled Amana projects with major
cost, schedule, safety, quality and/or other scope
delivery/performance issues, on a prioritized basis
• Apply the procedures to all works performed under the
governance of MOMRA (Ministry of Municipal and Rural
Affairs) and the GDMP (General Directorate for Municipal
Projects).
• As part of this assessment, establish an accurate status of the
project, identifying recommended mitigation or intervention
measures and work together with Amanat project delivery
staff to re-baseline the project.

• Follow through in monitoring and ensuring implementation of the
recommended mitigation or intervention measures.
• Issuing reports demonstrating the status of troubled projects
in each Amana in quarter basis including signed minutes of
meeting, mitigation plan, performance indicators and success
criteria.

The project consists of Stage 1 works (Make Safe Works and the
Dilapidations survey) and Stage 2 Works consisting of the completion of
the construction works for handover of the Cluster J02 - Parcels 3.09,
3.10, 5.01 and 5.02 located at the King Abdullah Financial District
(KAFD), in Riyadh, KSA. This will include all works to complete Parcel 5.01.
Key Responsibilities:
o Closely collaborates with the Project Director,
coordinating and exercising functional authority for all,
initiating, planning, Executing, Monitoring& control,
integration, and closing of the project within my area of
assigned authority.
o To consider and shall for all risks arising from the Site and
its surroundings, also i have satisfied as to the means of
communication, access to the site, the conditions under
which work be carried out, conditions affecting the
supply of labor and materials.
o Monitors and directs, in collaboration with PMC, (Project
Management Consultant), all site activities to Ensure
objectives are accomplished within the prescribed time
frame and budget parameters.
o Assess and reviews the project Key Performance
Indicators to determine accurate status of project,

Area 4, 000, 000 square meters. Located to the north of the city of Al-
Khobar, versatile as the "Marina”, through a proposed plan to
include 250 km of underground utilities network: storm water
network, irrigation network, street lighting network, roads, storm lift
station, irrigation pump station, sewer & water network, MV&LV
network, Telecom network, residential villas, office towers, hotels,
shopping centers and public facilities and recreational areas to serve
the current and future needs of the community growing.

• - Monitors each stage of the work to ensure proper
compliance with all technical aspects of the contract through
both individual contacts and co-ordination meetings.
• Reviews all Method Statements dealing with area of
