Project: Four-star Hotel in Northern Emirates
Position: Contracts Engineer and Project Coordinator
Responsibilities:
o Assisted Client in defining and consolidating project requirements by providing a comprehensive study that integrated:
- Specific design preferences along with analytical commentary;
- Related statutory constraints; and
- Summary of recommended procurement strategy
o Had a leading role in the preparation and execution of the entire Tender package and Project documents, including:
- Review of Project Master Program;
- Assisting Client in finalizing the bidder list for the Design and Supervision Consultancy Services through a systematic approach of Pre-Qualification;
- Formulation and review of Instructions to Tenderers, Consultancy Services Agreement, and Scope of Work;
- Preparation and issuance of Enquiries, Invitations to Tender, and conducting clarification sessions; and
- Documenting received Tenders, designing and undertaking Technical and Commercial evaluations, negotiating commercial terms and prices, and ultimately presenting to Tender Boards.
Department: Maintenance Strategy and Systems
Position: Contract Engineer
Responsibilities:
o Development and implementation of the contracting strategy, including contract strategy development, preliminary risk allocation set-up (technical, commercial, and legal), tender evaluation, KPI set-up, record management, contract notices, contract renewal (upon expiry), completion certificates and obtaining approval from decision-makers.
o Contract formulation; development and clarification of scope of services, including technical description, pricing schedule and other exhibits as appropriate.
o Preparation of Pre-Qualification, tender plans, invitation to bid documents, evaluation criteria, evaluation reports and award recommendations.
o Contracts maintenance / Service Order database, correspondence, MoM, Site Instructions, monthly reports, etc.
o Overseeing all post-award contract activities (e.g. contractor mobilization, work execution, contractor performance monitoring, acceptance of performed services, issuance of variation, settlement of claims, clearance of invoices, and final contract closeout & contract account reconciliation
o Effective implementation of purchasing strategies in accordance with the company policies and government regulations.
o Coordination with various disciplines; including engineering, procurement, corporate legal, operations, maintenance and HSE.
Department: Maintenance Execution - Olefins
Position: Mechanical Engineer
Area: Olefins Conversion Unit and Butene-1
Responsibilities:
o Develop/improve predictive, preventive and major maintenance programs for mechanical equipments/systems at Olefins plant.
o Ensure that all maintenance support services are provided in accordance with internationally recognized engineering standards.
o Prepare/review procedures for critical equipment maintenance jobs.
o Review requirements for materials, spare parts and equipment, advise on stock levels and material descriptions, and provide suggestions for alternatives or interchangeability of parts, and inspection of expensive/critical items.
o Issue root cause failure analysis reports for complex/repetitive cases affecting the company’s business.
o Approaching vendors for initial costing and budgeting for supplying and installing equipment at site.
o Initiate contract and service requisitions and submit scope of work for jobs that require outsourcing.
o Prepare capital and operating budgets by identifying specific items to be included in budget submission.
o Technically evaluate bids related to direct capital and operating budget purchase requisitions.
o Provide field support for work execution of critical equipments. This includes reviewing contractors’ regular reports, assessing their performance and providing advice as necessary. Take part in coordination meetings with Operations for the follow up of maintenance issues.
o Provide technical support to supervisors and technicians to carry out troubleshooting of plant problems, recommending corrective actions, modifications or refurbishments.
o Ensure observance of safety rules and regulations by subordinates, preparing activity reports, attending meetings, etc.
o Initiate the necessary actions to reduce cost and improve HSE and maintainability in the most efficient way, and recommend new technology and techniques to improve existing systems.
