Handling the full operations of the company, I have managed a total of 30 employees with activities including procurement, commercial, contracts and subcontracting works. The company specializes in construction material trading and minor subcontracting works with many of the major developers in Dubai, like Emaar & Meraas, and other clients in Iraq and Erbil.
Key responsibilities include:
• Establishing of procurement, commercial and logistics procedures for the company to improve on the procurement cycle.
• Working closely with managing director to set company goals and develop action plans to achieve set targets.
• Managing procurement team to source required material within the required budget and meeting the required specs.
• Managing all subcontract works from contract review and approval, to planning and execution of the works.
• Managing the logistics team to bring the purchased material in within the client’s delivery schedule and in the most efficient way possible.
• Regular evaluation of the teams’ performance and guiding them for corrective action to meet the set targets.
Acting as the Resident Engineer, I have managed a school project of AED 120M from tender stage to contract award, all the way to project execution. I have also acted as the senior commercial manager to assist the main office in all commercial issues related to other projects.
Key responsibilities include:
• Tender documents review and tender issuance to main Contractors.
• Attending to tender queries in coordination with design team.
• Assessment of tender proposals, post tender clarifications and negotiations, and final recommendation to Client.
• Preparation of Contract documents at contract award.
• Handling project execution from Kick-off meeting and throughout all aspects of project execution, which includes authorities NOC follow-ups, review of submittals, shop drawings, subcontractors award, and day to day construction supervision activities.
• Assisting head office on other projects for commercial matters, like payment certificates, variations and claims.
Responsible for managing and leading a team of Managers and Quantity Surveyors to procure Consultants and Contractors and also administer contracts for various projects to the ruling family of Dubai.
Key responsibilities include:
• Staff management, task distribution and prioritization of work among team members
• Monitoring and evaluation of performance of team members and ensuring timely delivery and meeting of deadlines for all procurement and contract administration tasks
• Ensuring compliance to internal policies and procedures
• Participation in preparation of Delegation of Authority document, and review and updating the internal procurement policy documents.
• Procurement of Contractors and Consultants using closed tender and direct award where required. All Contracts are FIDIC based.
• Review of tender proposals and carry out negotiation with vendors to achieve assigned budgets and ensuring compliance with tender documents
• Contract preparation and negotiations of commercial terms and conditions.
• Contract administration including payment applications, variations, extension of time claims, TOC, SOFA, DLC, etc…
• Advising team members on contractual issues related to Consultants’ and Contractors’ agreements.
• Responsibility included in excess of 100 projects with various project categories like, palaces, villas, animal clinics, zoo, complex palace gates and driveways, staff accommodations, water distribution networks, chalets, spas, boundary walls, etc…
• All procurement processes are carried on SAP system.
My main responsibilities are to ensure project execution within allocated time, lead and manage all schedules, cost and time related issues, change and variation orders on several health care facility projects with SEHA, a government owned health care organization, as the Client. Key responsibilities included:
Planning
• Preparation and presentation of project schedule reporting as needed by the project/Client.
• Supervision of Senior Planning Engineer in preparation of Master Development Schedule and periodic schedules updates.
Procurement
• Preparation of tender documents in close coordination with Consultant.
• Review and recommendation to Client of Tender Evaluation Reports.
Commercial
• Administration and overseeing all cost related issues including budgets, costs estimates, claims, variation orders, payment applications, among others…
Analysis of planned value of works scheduled against actual cost of work executed and earned value of work performed including trends in Key Performance Indicators.

Acting as the Client’s Representative on some of the largest developments in the UAE, was part of Ellisdon’s team providing Project Management services on the pre-contract and post contract stages and managing several contractors & consultants. Scope of the works of the project team included full project management services from design tender of infrastructure all the way to handover of building construction.
Reporting to the Project Director with key responsibilities for the following:
Procurement
• Handling of several procurement packages (design and construction), from pre-qualification of tenderers, tender preparation, floating of tenders, tender opening & evaluation, and contract award.
• Interviewing potential companies to confirm suitability and acceptance by the Client of their ability to execute the works.
Contracts
• Preparing Tender and Contract documents including Instruction to Tenders, Terms & Conditions, Scope of Works, Bill of Quantities, …etc.
• Assisting the Client in handling and managing all contractual matters, variations, and claims by providing accurate and reliable recommendations.
Commercial
• Handling commercial issues related to the contracts, including the review of invoices, preparation of payment certificates, assisting in cost estimation, and monitoring cost to the whole project to meet project budget.
• Collation and preparation of monthly reports to the Client on commercial, contractual and procurement matters.
The following are the projects I have worked on in the UAE:
1. District Cooling Plants (3 Plants) at Jumeirah Lakes Towers & Palm Jumeirah with Palm District Cooling LLC as the client.
2. Waterfront - Badrah in Jebel Ali and Jumeirah Village South in Dubai with Nakheel as the client.
Project: Science and Technology Park ($400M)
Tasks & responsibilities Included:
• Coordinated the work of more than ten subcontractors. Work included attending meetings with subcontractors, following up on schedules, material and shop drawing submittals, and material delivery from manufacturers all the way to site warehouse.
• Controlled & managed material distribution to site in accordance with site needs and in coordination with the project manager.
• Worked on detailed material consumption and forecasted schedules, to avoid shortage or wastage problems.
• Worked on purchasing civil, mechanical and electrical materials for industrial projects in the Gulf, Iraq, Afghanistan, the Middle East & Egypt, by requesting quotes from suppliers, negotiating prices and terms of contracts, and examining material specifications to verify compliance with clients’ specifications and requirements.
• Worked closely with manufacturers/suppliers and with project managers to ensure smooth delivery of material. Managed company resources to meet budget and time schedule for every project.
Project: Reconstruction of Beirut International Airport ($US 400M)
• Work included site supervision of workers and coordination of civil, electrical & mechanical works
• Prepared and developed a database reporting system that generated: monthly and weekly i) Project Cost report, ii) Productivity, Wastage & man-hours reports, and iii) Progress of works report. All reports were done along with continuous visits to the construction site where project data was collected
