• Direct the effective management of all employee contracts, compensation/salary administration functions, personnel and leave records, staff performance evaluations, benefits administration, and hiring processes.
• Consult and advise administrators on a wide variety of sensitive personnel issues (e.g. discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision-making and enforcing all relevant policies, procedures, guidelines, and regulations.
• Ensure compliance of personnel policies, procedures and programs with applicable regional and federal statutes, regulations and policies.
• Maintain confidential, ethical, respectful, and open communication with employees that is inclusive of all backgrounds, perspectives, and experiences.
• Consistently review, assess and revise HR practices, policies and procedures to uphold equitable standards.
• Analyze employee data, prepare reports and provide recommendations to inform/ impact university processes, policies and procedures.
• Lead and develop a plan to ensure the University maintains a safe, inclusive and equitable working environment for all employees.
• Assist in the implementation of policies/procedures in line with accreditation requirements/expectations as determined by the President and University Cabinet.
• Organize and oversee a robust employee orientation program to welcome and inform new faculty and staff.
• Investigate employee complaints and interpret university rules/regulations regarding Human Resource matters; acts as mediator for employees and supervisors on department concerns.
• Assist in coordination with legal counsel to minimize liability and costs for the University; provide background information, documentation, and testimony as required in litigated matters.
• Assist in the ongoing development of systems and technology to support Human Resources administration including the processing of personnel transactions and the maintenance of personnel records and files.
• Identify and assess opportunities for innovation.
• Perform other duties as assigned by the University.

Responsibilities:
1.) Recruitment:
• Advertise vacancies, short listing candidates and guarantying proper schedule and organization of the recruitment process; upon request, and under the supervision of the direct supervisor, S/he will support INTERSOS appointed staff in, testing, interviewing and selecting applicants by ensuring appropriate matches between the new personnel and the job position;
• Handling/managing selection process in order to ensure both Internal and External recruitment for the organization, specifically Internal recruitment so as getting the candidate within the organization to fulfil a vacancy;
• External recruitment in order to hire new candidates.
• Ensure reference checks and contract preparation for selected candidates are done on timely manner.

• Ensure new staff understand and sign the employment contract, INTERSOS policies and TOR on their first working day;

• Manage exit clearance process of departing employees (badge, insurance, logistics items, etc.).


2.) Policies and Benefits:
• Focal point for the Health Insurance (additions, cancelations, contract details…etc);
• Focal point for Social Security (additions and cancelations) as per specified deadlines;
• Focal point for issuing visas, work permit and residency for non-Jordanian colleagues;
• Prepare PAFs: contract extensions, transfers, promotions...etc. when requested.
• Support employees when needed in Internal Regulations, Labor Law, and of how to calculate net salary, social salary and health insurance and knowing the difference between net salary and basic salary;

3.) Planning:
• Designs, implements and updates the National Staffs Internal Regulations in line with INTERSOS standards and with the local Labour Law.
• The regulations include as ANNEX: the salary grid/list of functions, the recruitment process, the evaluation process and the steps foreseen for the Induction of new hired staff.
• Develops a standardized Induction programme for national staff
• Designs and implements the salary grid. Updates the grid on regular basis with the support of the National HR Coordinator.
• In coordination with the Mission Sectorial Coordinators (e.g. Head of Mission, Country Finance Officer, Log coordinator, Project Manager) designs and updates the mission organizational charts (for both National and International staffs) and the national staff Job Description.
• Guarantees standardization across the mission
• Follows up on local training opportunities for the National Staffs and shares information/coordinates with the • Supports in the identification of possible training needs
Project Managers or any other relevant team member
4.) Implementation & Monitoring:
• Monitors and guarantees the implementation of the Internal Regulations through regularly visits to the project locations
• Keeps track of the training taken by the National Staffs
• Coordinates local recruitments (e.g.: prepares the Job Vacancies, checks the received applications and participates in the shortlisting, participates in interviews and oversees the whole selection process)
• Supports all team members with team management responsibilities when dealing with disciplinary measures
• Support the Coordinators in the evaluation process and guarantees that all National staffs are properly and regularly evaluated. Makes sure evaluations are properly archived
• Regularly visits the project locations and verifies the implementation of the Internal Regulations
• Supports the Country Finance Officer in making sure that the payslips correctly includes what is foreseen in terms of remuneration by the Internal Regulations


5.) Representation
• Makes sure the Internal Regulations is validated by INTERSOS legal advisor and by the local Labour Office
• Liaises with the local legal advisor and with the labour office on the HR matters.

2. Human Resources Management
* Inform bases/ staff (national/international) on public holidays in
a timely manner.
* Control & check attendance sheet of staff in all bases (North
Jordan).
