• Monitor the adherence of the procedures within KPBV groups and its contractors.
• Ensure successful procurement of goods and services through effective contracting in terms of costs, quality, quantity, services and availability.
• Use, monitor and update the contracting components of the contracts administration systems and related data and reporting systems.
• Administer contract matters relating to Government regulatory compliance, claims, disputes, invoicing/payments, correspondence, change orders, backcharges, taxes, insurance, liability, indemnities, bonds and retentions.
• Maintain standard contract documents and prepare formal contract documentation customized to suit specific contract requirements of the companies’ activities.
• Ensure timely and professional service in the preparation and evaluation of bids, negotiation with bidders, recommendation to management for approvals, preparation of contract documentation, issuance of award of contracts and regret letters, and, management and close out of contracts all in English or Russian language.
• Administer, record and manage requests for contracts services.
• Coordinate with and provide assistance to the contracts department administration support personnel responsible for providing financial and database admin, systems admin, document control, payment admin, contract request and approval admin and Contract Department reporting.

• Maintaining a register of contracts execution;
• Maintaining an item in the budget;
• Initiation of purchase procedure;
• Preparation of budget request and technical specification;
• Preparation and drawing up of the contract;
• Assist in reviewing the contract documents prior to tendering;
• Maintain contract database and order tracking system for all contracts executed;
• Initiation of contract submission for approval by the Partnership's authorized authority;
• Receipt and processing of information from the counterparty;
• Verification of compliance with the contract terms and signing of the Service Acceptance Acts / Certificates of Work Performed / Inventory Transfer and Acceptance Certificates / waybills (primary documents);
• Verification of compliance with the contract terms and transfer of originals of the Bank Guarantees to the Finance Department;
• Verification of compliance of invoices, tax invoices with the contract terms;
• Preparation and signatures collection of memo for the Finance department (authority for payment);
• Providing of quarterly report to the Central Bank;
• Providing of payment estimates to the Finance Department;
• Participation in meetings / adjustment of minutes of meetings.
• Contract post­award administration;
• Pre­Award experience (RFP preparation, commercial evaluation/negotiation);
• Payment verification experience;

• Supervise performance of installation works;
• Development of actions of construction objects providing timely commissioning;
• Specification of compliance of the performed works to the shown acts contractors;
• Prepare drafts of orders, orders around questions relating to activity of Capital construction department and balancing and commissioning;
• Participate in technical control assembly and balancing and commissioning gas pipeline constructions;
• Participate in process of consideration of project and executive documentation, technical solutions from the contractor;
• Supervise execution by the contractor of safety measures and labor protection at MG installation;
• Strictly to observe the schedule of a labor daily routine;
• Carry out in time a task of the director and the deputy director of Capital construction department and balancing and commissioning;
• In time to provide to the management demanded documentation.
