Financial Management Specialist (Equivalent to BPS-20), Monthly Salary Rs.510, 000/- working for following GOP and foreign aided Project/ Funds:
a) Federal Immunization Program costing of Rs.37, 644.682 Million funded by GOP;
b) National Immunization Support Project costing USD 137.70 Million administered by the World Bank under IDA Credit 5786-Pak; and MDTF No. TF A 2189-PAK & TF B 3039-PAK;
c) IVAC COVID-19 Vaccine Support for Pakistan costing USD 72.50 Million funded by Islamic Development Bank (IsDB) under Loan No. PAK- 1054;
d) COVID-19 Vaccine Support Project under Asia Pacific Vaccine Access Facility costing USD 500.0 Million funded by Asian Development Bank (ADB) under Loan No.4096-PAK (COL);
e) Pandemic Response Effectiveness in Pakistan (PREP) costing of USD 158 Million funded by the World Bank under IDA Credit 6590- PAK.
Financial Management, Audit, Budget, Leading & Supervision (ADB Loan No.3049-Pak for Pakistan Social Protection Development Project):
• Review existing financial systems and processes, and introduce modern tools;
• Budget preparation, cash forecasting and financial reporting;
• Provide overall financial oversight of the project, including developing, guiding;
• Directing financial management and accounting systems to support deployment of funds - ensuring efficiency and effectiveness in the delivery of outputs required to achieve the objectives of the project;
• Ensure that accounting of resources received, reporting on receipt and expenditures in compliance with the requirements of the Government and ADB;
• Make arrangements for audit of project funds and ensure that report produced is in compliance with audit requirements of the Government and ADB;
• Ensure compliance of financial management as per ADB Loan covenants;
• Maintain and update the project financial management system to track and report on project resources and expenditures, and generate the necessary reports;
• Prepare monthly reconciliation statements for all bank accounts on a timely basis, including preparation of withdrawal applications, to ensure steady flow of funds needed;
• Manage financial aspects of the contracts under administration, including payment terms, purchase orders, variation orders Prepare/process Withdrawal Applications for the Project’s Special Account;
• To apply pre-audit checks on all payments to the service providers before disbursement, out of the project’s funds Oversee the process of entering vouchers on the Financial MIS;
• Preparation & consolidation of periodic/interim/mandatory financial progress reports as and when required and submission to the ADB & BISP Management for review and approval;
• To provide all documents/reply to the Audit Authorities as and when required regarding• the project’s transactions;
• Get well acquainted with the BISP Accounting Manuals, SOPs and instructions on• Financial Management;
• Financial Management of Development Programs as per Loan Agreements between Government of Pakistan and potential donors (the World Bank and the Asian Development Bank) for mega development projects:
• SOCIAL ACTION PROGRAM(SAP) having projected outlay of US$10, 000 M
• DROUGHT EMERGENCY RELIEF ASSISTENCE (DERA) having outlay of US$ 360 M
• DROUGHT RECOVERY ASSISTANCE PROGRAM PROJECT (DRAPP) of US$ 500 M App
• INSPECTOR GENERAL DEVELOPMENT PROJECTS, BALUCHISTAN
o Financial Reporting to donors as well as Government stakeholders.
o Controlling procurement in the light of donors’ Guidelines and Public Procurement Rules issued by the Government of Pakistan; Also working as Chairman for Purchase Committee;
o Arranging disbursement of loan/Grant from IDA (World Bank) and Asian Development Bank(ADB);
o Computerized accounting for controlling Project’s Imprest accounts (Special dollar) of donors, PLA and Assignment a/c of Government of Pakistan;
o Tax management for government share;
o Coordination & Supervision of accounting function for development programs;
o Ensuring all types of financial statements including monitoring reports;
o Arranging efficient and effective audit of implementing agencies;
o Following up legal matters with civil court on behalf of office;
o Liaison with donors like Asian Development Bank and the World Bank for other than SAP Programme;
o Dealing with banks i.e. SBP, ADB, IDA and commercial banks
o Liaison with SAP donors consisting EC, NETHERLANDS, DFID, UNDP, the WORLD BANK, the Asian Development Bank and Government stakeholders;
• Dealt with different 28 NGOs in connection with funding Government Grant to them Under SOCIAL ACTION PROGRAM (SAP).
• Dealing with human resource management (logistic & personnel).
All types of accounting works inclusive of budgeting, funds management and audit
• Responsible for General Ledger, Cash Book and other accounting records;
• Responsible for monthly reconciliation with departments concerned
• Responsible for monthly expenditure Statement;
• Responsible for preparation of the budget;
• Follow-up activities for resolving audit objections;
• Internal check of Areas Zakat Committees
• Handling General Ledger, Cash Book and other accounting records;
• Preparing monthly reconciliation with AGPR and Departments;
• preparing monthly expenditure Statement;
• Preparing budget demands;
• dealing with accountancy of following development projects funded by international donors like UNICEF, JICA etc:
- Integrated Rural Development Plan for ICT in collaboration with UNICEF”
- Women Income Generating Projects (Mushroom cultivation, fruits and vegetables, Honey production etc)
- Institutional Monitoring and Research capacity for SAP
• Follow-up activities for resolving audit objections
