The position’s primary responsibility is to provide Support to all Mobily departments and maintains, source and manage contact with a variety of internal stakeholders & vendors in order to ensure such support. The Tenders & Vendors Management activates & function will have a significant impact on the level of internal customer service and cost of providing basic but important support services to achieve Mobily projects executions .
Job Summary
In Charge of Tenders Section & Vendors Prequalification.
• Assumes projects of greater scope and responsibility.
• Prepares highly technical requests for proposals, including statements of work, terms and conditions and evaluation criteria.
• Reviews and analyzes the financial condition and technical expertise of offers.
• Participates in the evaluation of proposals and recommends the selection of contract awards.
• Performs contract administration, including liaison between vendors and mobily departments, compliance with contract terms and conditions, compliance with grant requirements; negotiation of contract amendments, extensions and change orders.
• Analyzes cost and pricing data from vendors and performs contract audits when required.
• Prepares highly technical and complex specifications, blanket and term contracts, and bid documents, including all related research and value analysis.
• Prepares and analyzes competitive sealed bids and requests for quotations, including construction bids.
• Prepares and maintains accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow-up.
• Commits mobily to purchases within a set dollar value.
• Analyzes current procurement activities and recommends improvements through more efficient procurement methods, automation, privatization, quantity discounts, standardization, value analysis and cooperative purchasing.
• Supervises Officers, Supervisors, buyers and clerical staff; provides guidance and assistance.
• May represent the department at various meetings, conferences and workshops as assigned.
-Handling the full responsibility for developing plans that are in line with category objectives set out by the company Regional Trade Marketing team.
-Functionally Reports to the company Brand Managers and responsible for managing the initiatives overall in the field.
-The primary focus is to ensure that all the tools required by the field sales team (company & distributors) is in place to execute 4P's across categories and channels
-Another primary focus is to ensure category plans on new products are being implemented through the distributors sales management team.
-Ensuring the right plans are developed for the market.
•Responsible for managing Schlumberger Group of Companies, Purchasing Dept., Logistics Dept., Warehousing Dept. and Personnel Property Managers
•Responsible for interviewing, selecting, training and creating motivational work groups for the Supply Chain team within Schlumberger Group of Companies.
•Developed sourcing strategies for assigned portfolio utilizing a sophisticated understanding of best sourcing practices, with the goal of sustaining continuous cost reductions and quality, service, and delivery improvements.
•Obtained & analyzed quotations and negotiate total cost elements for assigned portfolio.
•Contributed with the regional sourcing team efforts for assigned portfolio and key suppliers - to include identifying and prioritizing with sourcing team members.
•Located, selected and managed a high-performance supply base Created and managed supply agreements, and developed measurement tools for monitoring performance.
•Studied market trends and developed supplier industry profiles to obtain, negotiate and maintain highest service quality providers with electronic catalogues in SWPS (Schlumberger Web-Based Procurement System).
•Recommended opportunities that led to quality improvement processes to reduce total product cost and inventory investment through new sources, new product developments, product changes, substitutions, improved systems or methods, and other materials management techniques such as target costing, negotiations, and make/buy proposals.
•Effectively communicated with and maintained the highest degree of relations between Schlumberger and all levels of supplier personnel.
•Participated in or lead supplier certification and quality system review efforts to resolve all issues and set up key performance indicators (KPI) to measure the resulting, agreed upon services
•Prepared supplier tenders and contracting process to locate the best-fit supplier to Schlumberger needs
Supervise segment Purchasers to ensure smooth support to operations. Ensure that Purchasing & Logistics activities are conducted in accordance with the company Financial & purchasing procedures. Work on preparing supplier tenders and contracting process in accordance with the company standards and procedures. Active participation in suppliers HSE audits. Active participation in all Purchasing QIP's.
Responsible to create and found a new office in Riyadh city and build strong and good communication channels with all the government and the other companies in Riyadh. Also, put in place a procurement and finance system and setup co-operate rates with the hotels and build a suppliers database and other assignment.
Handling the entire procurement requirement for the operations from any kind of materials starting from office supplies, IT requirement, spare parts, and chemicals.
