Accountabilities

 Implementation of the QP HSE Standards, Policies & Regulation in offshore field, by increasing the HSE level of awareness of QP and contractor personnel working on the stations, and provide HSE support and assistance to site management in order to achieve highest level of HSE performance and reduce losses

 Plan, direct and monitor the day to day activities of Safety services for the area. Ensure that QP personnel and contractors adhere to the QP Safety rules and regulations, safe work practices and that all safety equipments are maintained and in good working conditions.

 Department Rep. for communication between Offshore Installation Supervisor, On-Site HSE, & Operations

Key Deliverables include but not limited to:

 Advise Contractor staff and management on ways to fulfill the HSE requirements in the Contract HSE Plan
 To ensure implementation of safety control measures during shutdown job execution.
 Communicate to workers information on workplace hazards and their management
 Conduct emergency response drills, take actions to improve and suggest recommendations.
 Monitor Scaffolding and Lifting activities on site and suggest improvements
 Conduct HSE meetings and promote safe work practices
 Ensure close-out of inspection/audit recommendations
 Render advice and assistance to line management on HSE related matters
 Monitor and ensure compliance by Contractors and sub contractors to Project HSE Plan, QP requirements and other applicable regulations and procedures.
 Conduct periodical internal HSE audits and HSE inspections in conjunction with line management representatives and recommend corrective actions.
 Take part in Task Risk Assessments
 Initiate and take part in accident and near miss investigations. Close out of the incident report corrective actions / recommendations.
 To monitor the inspection & servicing of safety equipments including Fire Extinguishers, Breathing Air & Escape sets, Fire Monitors/Hydrants, Safety Harnesses, Inertia reels, fall arrestors, Capsules, Life Jackets/ Vests etc.
 Ensure functioning of Gas Detectors including Personal detectors Toxic Clips, Multi Gas Detectors (Crowcon units) etc.
 Compile and maintain HSE statistics as detailed in the Project HSE plan
 Impart in-house HSE training to employees as per Project HSE Plan; Arrange for QP’s and third party HSE trainings as per requirement
 Convene and participate in internal HSE meetings; Participate in QP’s meetings as required
 Ensure that toolbox meeting is conducted by the work crew leaders as required
 Carry out safety surveillance on the work site.
 Liaise with Onshore/Offshore QP Safety / Environment Group Representatives on matters relating to Safety and environmental, NORM, Waste Management etc. issues
 Document and Maintain all Onshore/Offshore Project HSE records
