Qatargas (QG) is the biggest LNG producer in the world. It is a Joint Venture between QP, Exxon-Mobile, Total, and Shell.
• Responsible for the Contracts and Procurements of QG1, QG2, QG3 and Laffan Refinery.
• Handling the whole tender process on behalf of the End User Department (EUD).
• Review all the documents prepared by the EUD and re-draft them when necessary.
• Prepare the tender strategy, tender committee submissions, tender documents, tender clarifications, and the final contract document.
• Work as the focal point, and the only communication link between QG and all bidders throughout the bidding process.
• Participate in the technical evaluation process, and lead the commercial evaluation.
• Handle any post contract issues including Change Orders, Extensions, and Amendments.

• I work as assistant of GNPOC Tender Committee (TC) secretary. My role was to attend the TC, record the minutes of the meeting, prepare and distribute the final minutes of meeting, follow up with the department’s managers in order to make sure that the TC decisions are in place.
• Finalize contracts ranging from $200K to $100 million for engineering, procurement, construction and commissioning (EPC & EPCC), construction, consultancy services, and a variety of long term services for upstream and downstream activities like intelligent pigging services (IP), 2D/3D seismic, software, drilling and service rigs, facilities insurance, logging and mud services, road construction, and hiring (rig supervisors and other direct hiring).
• Participate in the overall planning and development of contracting strategy. Recommend changes in the wording of contracts or modifications of terms and conditions including development of new contract provisions as deemed necessary. Input special technical and commercial clauses to contracts leveraged on contractual and legal safety nets to counter risks features
• Develop the bidders list for approval. Review the list of registered contractors, prepare queries of interests and obtains any necessary clarifications or further information. Prepare recommendations for bidders’ list approval in accordance with the Delegation of Authority (DoA).
• Compile the tender inquiry package and prepare the Invitation to Bid (ITB) documents to the approved bidders. This includes scope of work (SoW) requirements, schedule of compensation, specific terms and conditions, manner and form of submissions and bid bond requirements.
• Liaise with legal, insurance, finance, HSE, and other resource teams as required by the contracts tendering process and as appropriate.
• Open jointly with End User Department Manager all technical bids and review the same in accordance with bidding instructions, and transmits the technical bids to the end-user for technical evaluation. Coordinates clarifications/technical evaluation process with end-user, disseminates all end-user clarifications to bidders as general bid bulletins, and ensure timely receipt of the final technical evaluation.
• Thoroughly analyze and evaluate all technically acceptable commercial bids. Verify consistency of commercial bids with tender terms, conditions and the contracting strategy. Prepare commercial analysis report. Prepare detailed price and cost analyses; and recommendations for processing approval of an award of the contract in accordance with the DoA. Participate in price negotiation/clarification meetings with bidders when delegated. Prepares letter of award and completes the formal Agreement documentation for signature.
• Administers post contract award commitment. Directly coordinates with end-users and contractors during project implementation to ensure project milestones and contractual coverage are attained. Ensures timely receipt of contractors’ performance bank guarantee in accordance with Company’s standard format and endorses same to Financial Controller for safekeeping. Coordinates release of all submitted bid bonds and prepares letters of regret to the unsuccessful bidders. Develops dispute resolutions and processes claims and penalties/liquidated damages jointly with the Contracts Specialist.
• Co-managed a book of contracts and service agreements valued up to $100 million.
• Utilization of the ERP & SAP systems to assist in achieving contract support efficiencies and objectives.
• Through strategic contract management and negotiations skills, I managed to save my company up to 9.75% of contract portfolio value over my period.
