• Develop, enhance, and maintain Project Quality Plan
• Review and approve Design Consultant's and Construction Supervision Consultant's Quality Plans
• Liaise with Client Programme organizations' Quality Representatives for consistent quality approach
• Conduct Contractor's Bi-Weekly QA/QC Meetings and review Project Quality Plan submittals
• Ensure inspections align with approved Inspection and Test Plans (ITP)
• Oversee execution of Quality Assurance Tests per specifications
• Conduct random site visits, submit Site Observation Reports (SOR) or Non-Conformance Reports (NCR)
• Ensure Quality Audits adhere to ISO 9001:2015 standards
• Review Contractor's QA/QC submittals and reports
• Schedule and compile KPIs with supporting evidence
• Monitor and close Quality defect notices and Nonconformance reports
• Provide guidance to Delivery team on key quality issues and assist in site Closeout and Handover, and Maintenance management of project packages.
• Developing and maintaining and improving the PQP (Project Quality Plan)
• Monitoring & reporting the implementation and achievement of the quality objectives
• Review and acceptance of the Design Consultant's and Construction Supervision
• Consultant's arrangements for Quality including any Quality Plans & Review of Contractor's Quality Plans
• Liaison with other Client Programme organizations' Quality Representatives to ensure a consistent approach to quality across the Programme to resolve all quality issues and identify ways of improving performance. Providing support and guidance as required.
• Prepare and conduct Contractor's Bi-Weekly QA/QC Meeting.
• Review Contractor's Project Quality Plan submittals.
• Ensure all work inspections and Material inspections are carried out as per approved ITP of respective Packages
• Ensure all Quality Assurance Tests are executed as per specifications and standard requirements and reports are proposed by the Contractors.
• Conduct random site visit and submit to Contractor's Site Observation Report (SOR) or Non-Conformance Report (NCR)
• Attend Client's Monthly QA/QC Meeting
• To ensure Quality Audits are being performed as per ISO 9001: 2015 standards and client's requirements
• Review some related QA/QC submittal works presented by the Contractors.
• Review Contractor's Daily, Weekly and Monthly QA/QC Report
• Scheduling and compilation of KPI's and provision of supporting evidence.
• Monitoring and closing of Quality defect notices and Nonconformance reports of packages
• Advice and guide Delivery team on key quality issues at site and close out
• To assist in Close out and Handover, Maintenance management of packages in the project
DOHA.QATAR Review, evaluate on-site QA/QC system compliance with the contractor's Quality Manual. Conduct Audit on contractors, subcontractors and suppliers. Verify provision of QA/QC procedures, method statements, and relevant docs at specified locations. Monitor adherence to specified standards and Inspection Test Plan for material inspections, sampling, and testing. Review and comment on contractor's documents. Coordinate site quality meetings, prepare Minutes of Meeting (MOM) with RE. Raise non-conformance notices (NCNs)/reports, site inspection notices (SINs), and identify quality deficiencies with RE. Liaise with the contractor's QA/QC Manager/Engineer for daily quality issues. Review proposed corrective actions, respond/follow up, and oversee the close-out procedure.
• Prepare QA/QC plans for new construction and refurbishment work.
• Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works and other QA/QC requirements.
• Oversee and manage quality assessment of materials through regular and rigid laboratory tests.
• Ensure specific quality standards are constantly met at all levels of construction projects.
• In consultation with the project staff, review technical specifications and recommend standard construction specifications for all items of works for their effective use in projects' works.
• Review all standard test forms to be used during laboratory tests, QA testing schedules and procedures and evaluate results as appropriate.
• Review contractor practices and conventional methodologies and make recommendations where remedial action is required.
• Work with project engineers and design consultants for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements.
• Conduct initial survey queries on sources to materials, ensuring quality and quantity is of economic value to the project.
• Establishment of procedures with time limits for inspection, sampling and testing of works and all other QC/QA requirements.
• Implementation and monitoring of quality assessments.
• Monthly QA/QC report to the Project Manager on project QA/QC activities.
• Perform other duties as may be assigned.
• Responsible for setting up and maintenance of field laboratory and review the testing of materials for their compliance as specified in contract document, inspection and test plan and IS codes, ASTM, AASHTO, BS Codes etc.
• Preparation and approval of inspection of test plan and necessary formats.
• Preparation and approval of construction work procedures/guidelines.
• Review field-testing of materials/works, as per approved inspection and test plans.
• Interacts with client/consultants regarding material selection/testing/mix design and approval and proper record keeping.
• Perform researches at site to improve the quality and develop new materials.
• Monitoring & setting of site laboratory for testing of various construction materials.
• Monitoring & maintenance of field laboratory.
• Review and approve Inspection and Test Plan for testing of various materials.
• Monitor proper implementation of inspection and testing as per ITP.
• Review the field-testing of materials/works as per inspection and test plans and take further action if necessary.
• Co-ordinate with execution team during testing of materials/works and recommend necessary corrective and preventive action to control the non conforming products/works.
• Interact with client/consultants regarding material selection/testing/mix design and approval
• Review mix design from contract specifications/IS Codes and provide to Batching Plant in-charge.
• Ensure proper implementation of IMS system in the Lab.
• Review Lab/Field test reports, statistical records and documentation of testing processes.
• Prepare project handing over document related with Quality as per established system to Quality Management System.
