Managed all aspects of pre, post-contract quantity surveying and contract administration duties of Infrastructure, Diesel Substation, Hotel, Residences, High Rise Buildings and Hospital projects under entities such as Dubai Health Care City (DHCC), MIZIN and Bawadi.
Responsibilities included;
Preparation of tender documents (in house)/ reviewing tender documents prepared by consultants, preparation of request for proposals for Consultancy services, preparation of Major Expenditure proposals/project cost approvals and assessment of additional works, preparation and agreement of new and revised rates, change management and scope change notification, managing timely resolution under the changes provisions where possible, and obtained legal expertise as appropriate, dayworks, certifying and agreeing on interim certificates. Commercial management; included claims assessments and preparation of final account. Liability assessment and stretch payment distribution plan under a special assignment.
Handled around fifteen different types of projects progressed at different phases from inception to closeout.
Responsible for all aspects of pre, post-contract quantity surveying and contract administration duties of various types of projects such as Infrastructure works, Harbours and Coastal Engineering, Buildings, Housing, Parks, Interior Décor, Maintenance Works and Environmental Services projects.

This too was an Airfield and Harbour construction project, Al Yasat Aali, Island, Abu Dhabi, UAE.
The project works included construction of a runway, airfield ground lighting and controls, fuel tanks and flowlines, water storage tanks, breakwaters, revetments, dredging, concrete quay wall, ramps, pontoon and beaches.
Responsible for all aspects of post-contract quantity surveying and contract administration including re-measurement(CESMM3 and POMI) of quantities and assessed and prepared variation orders, liaison with client for approval, preparation and agreement of new and revised rates, dayworks, certifying and agreeing interim certificates. Additionally preparation of BOQ for instructed extra works

The project is Improvement and widening to a highway in urban Sri Lanka work includes of upgrading and improvement of 72Km section of an urban road in central province with bridges, culverts, retaining walls, earthworks and utility diversion works

Responsible for post-contract contract administration including assessed and prepared variation orders, , preparation and agreement of new and revised rates, dayworks, certifying and agreeing on interim certificates. cash flow forecast, cost, and management report.
The project was improvement and extension to a highway in urban Sri Lanka The work consist of upgrading and improvement of 3.4 km of an urban Highway in Colombo into a dual 3-lane highway with 5 traffic lights controlled at-grade intersections and a bridge. The work includes; earth works and retaining walls, asphalt surfacing, and all associated utility diversion works, cabling lighting, and storm water drainage, telecommunication and water services.
For which I have responsibility within a 3-man team, working under the management of an expatriate Chartered Quantity Surveyor.
Responsibilities included re-measurement of all quantities and preparation and negotiation of new and revised rates, variation works in addition to certifying and agreeing nineteen Interim Certificates and final account. Also, was involved in the commercial management which included the claims assessments.

The Design Division is responsible for designing of National Highways, Interchanges, and Drainages, Preparation off estimates, BOQ & land acquisition plans.
Responsibilities included designing a part of major highway, urban storm water drainage and an interchange. prepared the BOQ and cost estimates, rate analysis and design report. The designs were based on as per the Australian Highway Standards/Codes sets for local conditions.
The project was construction of a bridge across a major river in Colombo
Construction of 228m long box girder type post-tensioned concrete bridges by incremental launching method in Sri Lanka. Contract amount - US$ 14million.
Responsibilities included re-measurement of all quantities, preparation and negotiations of new and revised rates of variation works in addition to certifying and agreeing on interim certificates.
In addition was a member of supervision team for permanent works such as substructure and superstructure construction work. This include; attending operations where full records are required such as pre-stressing, post tensioning, concreting, earthworks, surfacing of roads and drainage work to ensure that it is executed to the correct line and level, and that the material and the workmanship comply with the specification. Examination the methods proposed by the Contractor for executing the work.
Responsible for :
Preparation tenders evaluations, preparation of award recommendation reports. Monitoring and preparation of reports for foreign aided projects such as World Bank, Asian Development Bank, Overseas Economic Corporation Fund (OECF) and KFAED etc, which had annual expenditure about US $. 60Mn. Site visits to audit physical progress and subsequently participating in monthly site meetings.
Presentation of financial and physical progress of work at Ministry of Transport & Highways on monthly foreign aided progress review meetings. I was a team member for preparation of annual public investment program and annual reports etc.
This division is entrusted to manage all the projects funded by the Japanese Government Loans.(Japan bank for International Corporation -JBIC).

Reviewed the tender documents and cost estimate for accuracy and completeness. Established budgets for annual allocations, procurement of consultancy services by the method of shortlisting (this include calling for expressions of interest by way of international advertisements), prequalification of bidders (International bidding).Negotiations with 1st ranked consultant and external agencies. Also, I represented at project progress review meetings and steering committee meetings.
This project consisted of construction of foundations to place heavy diesel engines, power house, and other civil works facilities to install 50MW of diesel power plant.

Checked reinforcement placed in line with structural drawings. Prepared method statement for large concrete pours. Organized materials, equipment, labor etc., to carryout concrete works. Carried out joint inspection with consultant’s to get approvals for concrete works. Attend operations where full records and supervision is required for work such as concreting. Measurement works for monthly interim valuations.
