My Responsibilities for Cost Estimation Engineer:
Cost Estimation Summary: Estimation of all kinds of Capital Feed Projects at
different stage (Roug Order of Magnitude-ROM, Budget Proposal (BP), Tender Check
Estimate-TCE), Bid Evaluation, Adjustment Orders & Claim.
• Working on E-Beams and Oracle System.
• Prepare Cost Estimates for each phase of the project, i.e. Conceptual Study
(ROM), FEED, Budget Proposal (BP), Authorization for Expenditure (AFE), and
Tender Check Estimate (TCE) for EPC & EPCM projects.
• Develop Material Take Offs (MTO) from project drawings.
• Prepare the Bill of Quantities (BOQ) after studying the FEED data, project
drawings, and technical specifications provided for the projects.
• Pricing for Materials & Installation Cost.
• Rate Analysis and New Rate Build-up.
• Assist in the preparation of the Form of Tender (FOT) Price schedule, capturing
prices for the full scope of works as per the specifications, and participate in
value engineering workshops and provide cost analysis for the project.
• Prepare and float RFQs to suppliers/vendors/subcontractors, collecting
quotations and technical-commercial comparison for major civil items.
• Interact with suppliers and vendors. Handle correspondence for quotations,
quantities, and specifications
• Evaluate and process Contract Variation Proposals, Design Changes, and Claims
(Adjustment Orders) submitted by Contractors, prepare Company Estimates against the Contractors claim, and participate extensively in the price negotiation cycle for Adjustment Orders.
• Prepare Authorization for Expenditures (AFE) budgets for higher management approval and coordinate with the project control and design team for raising Contract Requisition (CR) within the stipulated time.
• Perform Bid Analysis and Evaluation of the Commercial Proposals of the Bid, including the Cost Breakdown, Contract Unit Rates, and Cash Flow, etc., and conclude the recommendation to award the contract.
• Review EPC Contractors Cost Reports and Monthly Progress Reports.
• Review and analyze EPCs Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS), etc.
• Deal with multi-functional areas such as Estimating and Costing, Procurement Strategy, Cost Planning, Value Engineering, and Cost Management
• Estimation of all kinds of Capital Projects at different stage:
• Study Estimate / Rough Order of Magnitude
• Budget Estimate / Proposal
• Pricing for Material & Installation Cost.
• Adding Overhead profit on material & Installation.
• Considering Escalation, Contingency for Rough Order of Magnitude and Budget Proposal.
• Study/Review of tender documents, scope of work, drawings, BOQ, specifications.
• Cost estimation for mechanical - Civil works (Piping fabrication, erection and related activities, Structural steel fabrication and erection, Equipment and Machinery installation, Pipelines construction works, Painting, insulation works, RCC and Excavations).
• Cost budgeting for projects.
• Excellent knowledge in technical engineering, field and site visits, review of drawings, materials, labor and equipment and cost estimation.
• Provide Cost Estimation, Cost Monitoring and Control (including budget control).
• Planning and scheduling, Invoice Processing Monitoring and Document Control
services with focus on the successful project execution on time, within budget
and in accordance with the project requirements.
• Preparation and Evaluation of Tender / Contract documents and Bill of Quantities
based on customer RFQ and drawings.
• Pricing for Materials & Installation Cost.
