• As a member of the startup project management team and the first personnel assigned at site on a full time basis, I am responsible for the following:
Monitor and prepare reports on the progress of the preparatory works of Contractor and provide updates for the Project Management Office (PMO) based in Jeddah, KSA;
Provide inputs to the Design Manager regarding site conditions and evaluation of Contractor’s claims;
Coordinate with Contractor’s management and client representative for the implementation of the project;
Familiarize contract documents and specifications for the oncoming projects (roads, utilities, architectural, etc, ) including subsurface geotechnical investigations;
Acts as Inspector for the ongoing rock cutting, excavation, dewatering and site leveling including moving of all remains and debris to approved dumping sites for the future sites (Mosque, car parks, subway train tunnel underneath the mosque);
Schedule tests of excavated materials to determine suitability for use on the next stages of the project;
• Responsible for all aspects relevant to project quality assurance and control in compliance with established standards, i. e. ISO 9001: 2008, Quality Manual, contract specifications and drawings;
• Checks and reviews Contractors’ submittal of materials to be used if it conforms to the specifications of the project, i.e. ASTM, AASHTO, BS and concerned authorities of Abu Dhabi Municipality;
• Reviews Contractor’s Quality Control Plan, Quality Control Procedures, Inspection and Test Plans (ITPs) and Method Statements if they conform to contract requirements and other established standards;
• Closely monitors Quality Control activities at site and provides assistance to inspection staff as required;
• Issues and administers non Conformance Reports and follows up close out;
• Witnesses conduct of tests and makes sure that materials are inspected and acceptable before being incorporated into the project;
• Reviews Materials test results, shop drawings/bar bending schedules and prepares correspondence to Contractor for final review and approval by the Resident Engineer;
• Identifies and documents quality related problems and recommends solutions for quality improvement;
• Attends to quality related meetings and liaises with clients and authorities as required;
• Observes Safety Rules and Regulations and assists the Resident Engineer in the implementation thereof;
• Oversees Sub-Contractors’ QC Civil Inspectors activities and verifies inspection reports and findings before submission of Request for Inspection (RFI) to the Quality Management Information System (QMIS) of the client (Saudi Aramco) to arrange final inspection on the following activities:
1. Earthworks (Backfilling and Compaction) for piperack and equipment foundations, central control buildings, main sub-station buildings, etc.
2. Checking of reinforcements, formworks, anchor bolts and imbedded items for piperack footings, pedestals and utility sub station, process interface, team buildings,
3. Concrete pouring, curing, surface preparation and application of bitumen coatings and final acceptance of concrete by the client;
4. Checking of proper placement, position, alignment and plumbness of erection of precast wall panels and its socket foundations, T- beams of buildings inside and outside of plant;
5. Inspection of surface finishes (paintings, dust proofing and tile works) of the aforementioned buildings, fireproofing of structural members and waterproofing of the building’s roof deck,
• Assists Sub-Contractors’ QC Inspectors with more difficult tasks or inspections on the resolution of problems encountered at site;
• Observes work in progress to ensure that procedures and standard construction processes are followed and materials used conform to specification and calls for testing when required as per Saudi Aramco’s Engineering Standards (SAES), Typical Inspection Plan (SATIP) and Inspection Checklist (SAIC) and other relevant international standards, i. e. ASTM, ACI, UBC, PIP, etc.;
• Conducts surveillance and issues Non-Compliance Report (NCR) to work which does not comply with the standards and specifications;
• Prepares Inspection Reports when necessary and documentation of the above activities for proper retrieval;
• Responsible for the quality control/inspection of various pre-cast equipment and pipe rack foundations, manholes, hand holes, drain pits, various duct banks and fireproofing of structural members being done at the pre-cast yard;
• Prepares Request for Inspection (RFI) documents and coordinates with client inspector (SAUDI ARAMCO) for the subsequent release for concreting or next stages of work for the above items;
• Quality Control Inspector of concreting such as concrete placement, consolidation, curing, slump and temperature check;
• Batch Plant Inspector of concrete production at the concrete supplier’s batching plant and make sure that use of approved mix designs, concreting materials, additives are strictly complied per requirements of ASTM, AASHTO or ACI procedures and guidelines;
• Witnesses conduct of compressive strength for concrete and sieve analysis of aggregates and assesses the plant QC laboratory to determine that their equipment, procedures, recording and result reporting comply with applicable standards;
• Evaluates batch plant capability, reviews and performs full scale plant trials to determine the required engineering properties and make sure calibration of various laboratory equipment and weighing scales of batching plant are performed as required by specifications;
• Plans and organizes the conduct of quality control and materials testing for the regional and field offices;
• Supervises subordinate integrated staff involved in field control of civil works i.e., concreting, consolidation & curing of roads, structures, buildings; concrete block laying, plastering, etc.;
• Supervises prosecution of laboratory works and investigations for civil aspects of common borrow materials, excavation, backfilling, sampling for testing (soils, aggregates, concretes, reinforcing steel bars, etc.;
• Performs random inspection for proper sampling and testing procedures for conformance with the requirements on quality assurance program;
• Plans and organizes the conduct of quality control and materials testing for the entire project;
• Supervises staffs involved in field control works, laboratory works and investigations for civil aspects like common borrow materials, excavation, backfilling, sampling for testing (soils, aggregates, concretes, reinforcing steel bars, etc.), civil works, concreting, curing, plastering, concrete block laying, etc.;
• Reviews and recommends agency approval on concrete mix designs submitted by construction contractors and verifies trial mix results;
• Obtains, reviews and maintains construction contractor Quality Control testing reports of tested materials incorporated into the project;
• Maintains documentation of any non-compliance materials, procedures and recommends appropriate actions;
• Acts as member of the committee on acceptance to check works if it complies to the quality standards of the project;
• Consolidates accomplishment report from Site and Project Engineers and prepares periodic reports and assessment plans for submission to the Project Management Office (PMO);
• Monitors the project actual progress and compares with the planned implementation schedule. Also gathers and maintains data relative to good and bad performances (problems, causes of delays) of all Contractors in a manner that is complete, reliable and well correlated so that it can be used effectively by the project management;
• Conducts site inspection when necessary and validates the accuracy of reports from field and also attends to dispute/complaints on contract works execution;
• Checks contractors’ claim and accomplishment and recommends processing for payment when documents found valid and in order;
• Studies and interprets engineering drawings, specifications & contract documents and prepares Bill of Quantities which list down detailed items of work;
• Prepares bid documents, agency estimates for project work packages, work schedules, resource allocation (materials, manpower and equipment), cash flow forecast by using S-Curve and work schedules by PERT-CPM and GANTT Chart;
• Evaluates prequalification papers of prospective contractors if it complies with the requirement of the project and prepares Cost Estimates and derives unit cost as per agency’s guidelines;
• Prepares evaluation of bids of qualified contractors and necessary documents for awarding, contract documents, notice to proceed, etc.;
• Evaluates performance of on going contract works and recommends appropriate measures/action that should be undertaken by the office;
