Prepare and update commissioning activity schedules, site observations, site visit reports among others. Review, amend and approve T&C method statement in accordance with the International Standards, Project Specification, Local Regulation and Manufacturer’s Recommendation.

Specific Description of Work of T&C Engineer

 Verify and witness T&C of all electrical equipment such as HV/MV and LV/ELV switchgears, AC/DC UPS panels, Battery banks, electrical control system and Integrated protection and control system (ECS and IPCS)  Set up, operate test equipment to evaluate the performance of electrical components, assemblies or systems under simulated operating condition and record the results.  Analyze and Interpret test report to determine any acceptable and unacceptable results and design related problems.  Provide technical assistance and resolution when electrical and/or engineering problems are encountered during testing and commissioning.  Collaborate with other Electrical Engineers of the client and other key personnel to identify and solve the problems  Conduct periodic site inspection for QA and QC programs. Report the findings and recommendations.  Adhere to safety rules and regulations of the company to avoid accident at worksite. Conduct tool box meeting every start of the work to caution the workforce of all the potential danger in the worksite.

Review and approve Electrical Subcontractors Quality Control Plan. Review and approve qualifications of Electrical subcontractors Quality Control Manager and jobsite supervision. • Review and check submittals, shop drawings, equipment data, material samples and/or manufacturers for compliance with contract drawings. • Perform the three phases of control on all definable feature of work as identified in the Quality Control Plan in coordination with the construction schedule. (ensure the electrical subcontractor is ready for the Preparatory and Initial Inspections prior to inviting the Corps) • Perform field inspections of electrical system installations verifying that work is in place according to drawings and specs and work meets or exceeds code requirements. • Coordinate electrical QC work with other trades and Turner superintendence to ensure safe and seamless management with all trades and activities. • Implement Turner Accident Prevention Plan. Promote Turner Safety Goals and the culture safety on of the jobsite.

• King Faisal Specialist Hospital and Research Center (KFSH&RC)-Riyadh. In charge in Electrical Site Supervision, Construction Management, Electrical System Inspection and Installation Approval of Five (5) Storey Central Utility Plant which LV, Switch Gear Panel and Equipments; Electrical Substation, Mechanical Pump Rooms, Laundry Facility and Offices for Staff located at KFSH facility in Riyadh Saudi Arabia. The building is equipped with fire detection and alarm system. Centralized overhead and underground cable, and 600m in length connected in underground tunnel which serves as distribution for the new hospital and adjacent expansion buildings.

Responsible to coordinate of inspection checklist and report etc. and coordinate with the Suadi Aramco project inspection representative (PID). Review and approve Project Certification on a progressive base and minimizing delays in final certification. Responsible to Coordinate Control and Monitor all Instrumentation Quality Control/Inspection activities and project site with the construction team to ensure the inspection compliance. Preparation & Issuance of Non- Conformance Report ( NCR ) for non-compliance activities against the approve quality plan, inspection test plans, relevant to engineering standard, such as Saudi Aramco Engineering Standard ( SAES ), Saudi Engineering Procedures ( SAEP ) and applicable national and International Codes and Standards ( NEC ), etc.
Responsible to check commissioning test / operational test after completion of the work to determine that the entire system is properly operational.Review project drawing to ensure that the site activities are compliance with the approved designed, changes if any, shall be marked, red line and ensure that the changes reflected in as built-drawings.
Initiate Request for Inspection at different stages of work completion in accordance with SAUDI ARAMCO Typical Inspection Plan (SATIP)
Prepare and Issue Non Conformance Report (NCR) for and deviation in the approved IFC drawings, SAUDI ARAMCO Standards, Quality Plan etc.
Inspection of Grounding Grid and Grounding Rod for Substation Grounding Grid system.
Inspection of Installation of Underground PVC pipes and underground cable installation.
Carry out Material Receiving Inspection and verification of MTC and Delivery note.

Conduct inspection of all materials received on site prior to installation to make sure that all materials are per specification and latest version of Saudi Aramco materials Specification and Standards (SAMSS) and other applicable industry codes and specification base on the classification of area. Also inspect and ensure that all test equipment has valid calibration.
Responsible to check the pre-commissioning test such as:
1.) Insulations / continuity test of all wiring system prior to terminations of equipment’s and panel boards.
2.) Earth resistance test of the grounding system as per Suadi Aramco Engineer Standards.
3.) Inspection of flow meters, sensor of level instruments, temperature instruments for the pump operation.
Have the overall responsibility for the quality manual, quality procedures, work instruction, company procedure and quality control forms and checklist as per ISO 9002; NEMA; UL; NEC and all applicable international standards.
Preparation project quality plans, inspection and test plan (ITP), special work procedures, instrumentation checklist etc. for the projects Quality Plans.Conduct site inspection for all on-going construction activities on regular basis to make sure that all installation are per drawing notes & details and is conforming to latest version of Saudi Aramco Engineer Standard (SAES) and other applicable codes standards.
