Employ top-down and bottoms-up Price-to-Win (PTW) methodologies to perform pricing and labor rates analyses and/or strategic pricing initiatives on competitive contracts ranging in size by creating estimates of prospective competitors based on knowledge gained through competitive intelligence research and specific RFP requirements. Develop and recommend multiple pricing strategies to effectively compete against competitors predicted pricing.
Support business development/capture management activities for targeted pursuits through participation in step reviews, win strategy discussions, Black Hat competitive assessments, and pricing reviews.
Conduct market research and competitive assessment initiatives to develop and maintain competitive intelligence databases containing cost and pricing data.
Interface with Cost volume leads to support development of pricing strategies and proposal volumes as well as proposal Color reviews.
Developed estimating directives, databases/systems and procedures that standardized the estimating practices, ensuring the department had an established and consistent process to meet the FAR requirements. Engineered and maintained a central database for Project Controls throughout the LOGCAP Theater, allowing personnel to track the baseline proposal, estimates, cost and change orders, all under one system. Automated and linked all systems, for consistency and efficiency, such as; Material Take Off template, Material Price Book and Estimating Template.
Currently, engineering and integrating an Earned Value Management System (EVMS) from ground up to meet the needs of Fluor's cost and budget tracking. This unique system will cost less than off-the-shelf programs and be costumed tailored to meet all company needs. This will enable the Project Cost Controller to analyze, forecast budgets and allow management to adjust based on current/forecasted situation.
Design and administer comprehensive databases for the Project Controls department.
Develop, implement, and direct estimating efforts for individual projects as well as prepare various definitive estimates to be presented to the Client.
Develop quality material, labor and contract take-offs, coordinate information between engineering, purchasing and construction requirements, and help determine the execution plan for the project.
Provide databases for data warehouse and create application based programming via Visual Basic Code for small business companies to help speed up their product and service development
