Job Description: Responsible to "Jabung Project General Manager" for managing the activities related to Jabung Block, Betara Project Development from the preparation of construction phase, concepts / method definition, execution and hand over to operations up to the set up and implementation of production phase with operational strategy efficiency.
The responsibilities are including but not limited to the following tasks: - Facilitate the definition and implementation of project scope, method, goals and deadlines.
- Assemble, manages and coordinate project staff.
- Lead the planning and implementation of project.
- Define project construction tasks and resource requirements.
- Develop full scale project construction plans.
- Constantly monitor, forecast and report on progress and cost of the project to management.
- Implement and manage project changes and interventions to achieve project outputs.
- Select, contract, and oversee manpower who complete specific pieces of the project.
- Requisition supplies and materials to complete construction projects.
- In accordance with the established operating programs, arranges for the correct and cost-effective performance of construction and assembly work, coordinating and controlling the activities performed by the dependent teams.
- Manages the technical and administrative documentation of expendable and assembly material.
- Manages human and technical resources, indicating any needs and surplus in good time
- Prepare and submit budget estimates and progress and cost tracking reports.
- Develop and implement quality control programs.
- Take actions to deal with the results of delays, bad weather, or emergencies at construction site.
- Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
- Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
Responsible to Field Manager Petrochina Jabung for maintenance for all Plant Facilities and equipments at Petrochina Jabung Block that is Betara Gas Plant, Betara Gas Recovery Facilities (GRF), Gemah GRF, Geragai / Makmur facilities, Geragai Central Processing Station, Natural Gas Fractionation Plant, NGL & JT Plant include with offshore Fix Production Unit (FPU), storage and terminal facilities. The Job description and responsibility are as follow:
1. Execute plant-specific vision and mission to assure continuous improvement and alignment with the corporate vision.
2. Ensure that all facility systems are properly resourced and that all resources are efficiently utilized.
3. Direct maintenance supervisors and hourly maintenance associates in their roles and responsibilities to meet plant objectives in safety, quality, cost, and customer service.
4. Provide technical support for efficient troubleshooting / problem solving activities and maintenance repair to maximize efficiencies and limit downtime.
5. Continuously apply sound mechanical and instrument / electrical solutions to resolve hindrances to plant efficiencies and to drive continuous improvement.
6. Provide leadership in implementing / maintaining preventive and predictive maintenance programs.
7. Manage maintenance department costs within budgetary guidelines.
8. Ensure that appropriate inventory levels for standard replacement parts are maintained.
9. Manage the buildings and grounds such that good manufacturing practices (GMP) are adhered to and a professional appearance is maintained.
10. Perform follow-up analysis to identify and resolve recurring downtime / inefficient operational issues.
11. Schedule mandatory inspections and coordinate certifications and appropriate authorities.
12. Ensure environmental compliance.
13. Drive employee engagement, training, and development to maximize manufacturing, quality, safety, and productivity goal attainment.
14. Effectively communicate results and action plans to appropriate employees and managers.
15. Collaborate directly with human resources to insure employee issues or concerns are correctly addressed and resolved.
16. Collaborate with operation department and cost control to create and execute a maintenance and capital budget to insure that financial allocations and obligations are set, administered and met.
17. Initiate cost savings measures.
18. Ensure all plant maintenance operations are conducted in a safe and controlled environment.
19. Ensure all quality and regulatory standards, specifications and policies are met or exceeded.

Assist in coordinating construction efforts through in-house and contract labor for new construction and rebuild projects. Responsible for safety and quality of work performed within the construction department. The responsibilities are including but not limited to the following tasks: - Prepares/reviews reports and forecasts, including summary of construction progress, job manpower forecasts
- Monitors the activities of subcontractors to ensure compliance with specifications and procedures.
