The Transport General Authority (TGA) has the mandate to regulate transportation in Saudi Arabia and define operating models, provide effective and efficient multimodal PT systems, and ensure compliance with safety, security and quality standards.

The Jeddah Public Transport Program (JPTP) is a metro rail network, several light rail transit lines (LRT), bus rapid transit (BRT), and water ferries and taxis, all supported by an extensive network of buses and park and ride facilities.

Prepared options for alternative funding for the Jeddah Public Transport Program (JPTP)
Prepared financial model to evaluate the possible funding options for the US $12+ billion Jeddah public transport program. Simulated the different funding scenarios and prepared presentations for the country’s leadership to seek funding.
The Makkah Metro, an integral part of the Makkah Public Transport Program (MPTP), is a planned four-line metro system for the City of Makkah, Saudi Arabia. In 08/2012, the Saudi government approved $16.5B (USD) to build the four metro lines \[123-kilometers (or 78 miles) long\] of the system. The announcement of government financing said that the entire expansion would take 10 years.
Successfully managed the tendering and procurement phase of the Makkah Metro, 45+ km, 4-package program, of underground and elevated sections, a USD $8.5+ billion design-build program. Oversaw the tendering process for all packages of the Metro system.
Oversaw all aspects of the Program Management Consultancy (PMC) in support of the Integrated Public Transport Network (IPTN)
Responsible for directing the technical activities of the public transportation element of the Transportation Department. Plan and assign work to staff. Coordinate the work of transportation planners and engineers. Represent Transportation Department in different activities. Assist in maintaining annual certification of transportation program. Senior member of the Management Team of the $500+ million North Corridor Light Rail Project in central Ohio.
Managed the MORPC Travel Demand Model Improvement Study, a $1 mi project to develop a state-of-the-art travel forecasting model. Managed the FastTrax Phase 1, a major investment study to document the feasibility of the North Corridor Light Rail line. Was instrumental in the project receiving a RECOMMENDED rating from Federal Transit Administration to enter in preliminary engineering. Through Peer-to-peer program, conducted an on-site extensive evaluation of VOTRAN’s -transit agency for the Valusia County, Florida-- operational and technological functions targeted for improvement. Manager of the Central Ohio Traffic Management Program, a project that provides Ohio Department of Transportation, with demand reduction technical support by evaluating the impacts of construction projects on traffic and providing appropriate demand reduction strategies.
Provided the Central Ohio Transit Authority (COTA) with technical advice and policy recommendations on issues important to implement Vision 2020+, COTA’s long term transportation plan. Oversee the adherence to Environmental Justice and the implementation of the region’s Public Involvement Process.
Responsible for directing the technical activities of traffic engineering and transportation planning in the Ohio market. Coordinated work with other WSA offices and consultants. Successfully managed high visibility projects around the State. Managed projects for private and public sectors.
Managed the MORPC/COTA Strategic Transit Plan -Task 2, where I evaluated transit signal priority and other ITS applications to transit operations and service. Managed the ITS Refinement Study, to prepare the functional requirement for implementing a transit priority system for the COTA fleet. Managed the evaluation task of the Mid-Ohio Household Travel Activity Survey for the Mid-Ohio Regional Planning Commission.
For the Greater Cleveland RTA, managed the Euclid Corridor Parking and Access Management Study to provide remedies to lost parking, and the Traffic Engineering task for the Waterfront Transit Line MIS Phase II study to assess the preferred alternative line extension. I also assisted in developing Tier 2 evaluation for the Rapid Transit Extension Major Investment Study (MIS), a feasibility study for extension of the Red Line heavy rail rapid transit from its current terminus at Cleveland Hopkins International Airport to Berea, in order to serve the International Exposition (I-X) Center with an intermediate station. The MIS examines ridership potential and environmental impacts. Assisted the team on the Euclid Corridor improvement Project, Traffic Engineering and Bus Operations Planning for the Greater Cleveland RTA, a $350 million transitway and rapid transit station relocation project in Cleveland.
As the Engineer of Intelligent Transportation Systems (ITS Engineer) for the Mid Ohio Regional Planning Commission (MORPC), the Metropolitan Planning Organization of Columbus, Ohio, I was in a leadership position to prepare the institutional foundation to fully deploy the Intelligent Transportation Infrastructure in the Central Ohio region. In addition, I continued to review and manage various traffic and transportation studies.
As a Senior Transportation Engineer for the Mid Ohio Regional Planning Commission (MORPC), the Metropolitan Planning Organization of Columbus, Ohio, my responsibilities varied and ranged from conducting and reviewing traffic impact studies to participating in planning and policy issues.
Served as the Project Manager of the Columbus Area ITS Early Deployment Project, concluded in June 1997. Studied the technical, legal and institutional issues regarding the implementation of an interface between the current UTCS traffic signal control system and the freeway management system of the Columbus area.
Developed the Congestion Management System for MORPC's transportation study area and represented Ohio Association of Regional Councils (OARC) on the planning committee to design and implement the Safety Management System for the State of Ohio. Was also a member of the advisory panel of the Integrated Automated Highway System Concept project, where MORPC is teamed with the Battelle Memorial Institute and the Ohio State University. Established the Columbus Traffic Management Committee (TMC), a forum where members from local, state and Federal agencies gained mutual understanding of local transportation concerns, plans and strategies while coordinating transportation projects to mitigate disruptions to the regional transportation system.
Designed, administered, and prepared the international award winning Cost/Benefit Analysis Procedure and Evaluation for MORPC's Commuter Assistance Program for Calendar Year 1996 "Merit Award for new technology by the Association for Commuter Transportation".
SEVERAL ASSIGNMENTS:
Responsible for design and construction of county roads in Balka District. Managed a team of 50 persons to construct the farm roads in the District. Prepared budget, bid documents, financial reports, and roads inventory. Responded to emergency requests relating to the road network in the District. Designed several computer programs to assist in geometric design of roads.
Project engineer of the Highway Maintenance Management System, a Pilot Project designed by De Leuw-Cather and Co. for the Ministry of Public Works. Managed a team of 65 persons to carry out the maintenance activities if the Balka District.
Responsible for geometric design of roadways around the country. Conducted special designs for bridges, culverts, and overpasses. Prepared several traffic studies.
