to support UNICEF Office to provide technical assistance to the Ministry of Health of the State of Palestine with construction and gender sensitive and disability friendly rehabilitation of maternal and newborn health care facilities in Gaza Strip in the two phased approach of the AFD funded project.
Tasks:
- The design development and cost estimate for reconstruction/rehabilitation
- Support the procurement team in preparation of contract documents: Prepare and submit the TOR documents with all drawings and layout plan with bills of quantities in line with the UNICEF Contractual Provisions.
- Site survey and coordination: assess the characteristics of sites/existing bindings and submit a report including recommendations for design and implementation
- Assist UNICEF in all tendering activities, site visit, Preparation of the minutes of pre-bid meeting including prepared note and answer to all received queries.
- Performing the technical evaluation of bid in accordance with agreed method of evaluation and based on evaluation criteria specified in the instructions to bidders, proceed with additions and adjustments and recommend the best offer to UNICEF.
- Assisting UNICEF in clarifying/negotiating with the selected bidder for contract preparation,
- Review and finalize the detailed implementation schedule with the contractor for UNICEF approval.
- Follow up implementation stage, and checking contractor compliance with contract requirements: Cost control; Schedule control; Quality control; Management and custody of securities, bonds and insurance policies.
-Jointly with UNICEF sections staff, organize the inspection of final completion and the signature of the Certificate of Final Completion with the Contractor, the supervising engineering firm and the beneficiary.
Responsible for executing all the procurement activities for goods, transport, subcontracted works and services according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety or sanitation standards.
• Direct construction, operations, and maintenance activities at project site.
• Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
• Prepare reports, bid proposals, deeds, environmental impact statements, property and right-of-way descriptions.

- Provide technical advice regarding design, construction, or program modifications and structural repairs to industrial and managerial personnel.

-Prepare or present public reports, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.
• Checking design, analysis and calculations using skills, formulas, codes and standards, and engineering formulas.
• Reviewing the Organizing, drafting, and documenting of the technical documents
• Performing field visits to running projects.
• Writing Technical and Financial Proposals.
• Plan and conduct filed visits to ensure proper implementation of activities the ground.
• Assist the accountant in preparing financial documents and reports, as required.
