Summary : Parsons is Design and PMO consultant in Kingdom Saudi Arabia (SAPL) and provided this services to Saudi's government ministries. Our program with ministry of housing for design and supervision scope for infrastructure and MEP projects. I serve in El Madinah, Riyadh and finally in Dammam projects.
First: MOH - Al Medina infrastructure project with total land area 1, 582, 000 m2 with total amount 183 Million SAR. Water, sewage, irrigation, roads, electricals, utilities stations. I work as Estimator Engineer.
Target :
1. Review variation orders with total amount 20 M SAR . Make audit and review and make 5% cost saving.
2. Prepare revised bill of quantities reports. Total reviewed budget 188 Million SAR.
3. Make list of all materials pricing in KSA with update quotations to be support for our estimations data.
Listed more than 100 material
4. Prepared our SAPL invoices. Issued around than 12 invoices with total work hours 130, 000 / 70 person.
5. Corporate with Quality, schedule, construction team in all related issues.

Second: Ministry of housing - Main office in Riyadh - Development Department
Scope : our scope is provide all PMO support for all development department’s projects in KSA from initial design till submitted all design package to developers to built residential units for Saudi citizen ESKAN program. MOH create now service center for developers to complete all project permitting and master plan approvals in one windows called “ Etmam” for more information visit www.etmam.housing.sa and I participate to this project from initial phase and control all activities and services tracking and performance KPIs for all etmam branches in main cities in KSA.

Target :
1. Tracking all design packages with design department and complete all documents to get approvals from government approvals.
Tracking and control more than 12 project in 3 main cities Jeddah, Riyadh, Dammam with % 70 completion of approvals.
2. Iskan program need visibility studies to see what is the cost of unit need to finish in ISKAN program to finish protocol with banks.
500, 000 SAR is cost need to finish unit with 180 m2 (Turn Key) including all internal and external works, outside landscape, parking and including 20% profit for developer.
3.built very professional and dynamic dashboard for control all service status and KPIs and all developers information which is the first stone to make etmama web site and applications. (see right figure)

MOH - Al Dammam south infrastructure project with total land area 4, 500, 000 m2 with total amount 1000 Million SAR
Scope: prepare closeout project for old scope of work and control the new phase and change orders. My job is sr. Cost Engineer.
Target :
1.Prepare budget close out report including all revised BOQs and change orders related to contract conditions for close out phase.
2.Prepare demobilization plan for closeout project.
3.Tracking all pending handover works to governments agencies.
4.Tracking all NCR, MIR, WIR or any opening or pending documents in site.
5.Prepare report and documents for the new change orders scope.

Summary : Join to main PMO office for DMG, we provided all project management service (planning and schedule, Budget analysis, cash flow, review payments, contacting, estimation, change orders and cost per meter square studies) to all DMG group. Our projects in 3 different regions in Egypt are residential compounds including civil works, infrastructure, MEP, utilities, roads, landscape with lighting, pools and any type of works need to complete project and handover to our clients. I response for the main mega two projects in DMG in north coast with total area 740, 882 m2

Targets and Achievements:
1.Solve a very complicated process (Cause delay +25 day) to issued the invoices for main contractor DMC’s.
Reduce the duration to 5 days by restructure files with advance formulas and reduces the process of approvals.
2.Tracking and review all submitted invoices and payment values (+ 26 invoices / months) before approved.
During my duration Submit invoices values around 100 M L.E. and after review 92 M L.E. with 8% cost saving.
3.Tracking and review all variations and study the cost, time impact.
Total variation orders till 10/2014 around 25 M with time impact + 6 months in totals.
4.Create Budget analysis system and can easy update when update AC, update variation orders and update material prices.
Total Budget at completion (BAC) for all north cast projects (Ras El hikma and Diplomates +517 M L.E. at 10/2014.
5.Create Cash flow for projects and submitted separate report for the forecast budget (ETC) to client to provide liquidity for it
Total Budget need to complete (ETC) for all north cast projects (Ras El hikma and Diplomates 210 M L.E).
6.Create log for all contracts
Total amount + 320 M L.E (+46 approved contracts, +15 Letter of Awarding, +5 contract extension).
7. Coordinate with all teams planning team, Finance team, procurement team, Architecture design and development team.
8. Applied our upgrading and tracking budget system and files on all other projects current and upcoming projects.

Awarding: Promoting from senior cost engineer to team leader cost engineer with increase salary 40%

Summary : Join to the main technical office in Palm hills and work as senior planning and cost control. Our scope is providing technical support for more than 21 projects in three different regions in Egypt with total land area (+ 6, 543, 480 m2), BUA (2, 245, 876 m2) with Total budget (3, 604, 804, 966 L.E).

Targets :
1.Solve the problem of delay in submitting your invoices (21 invoice / month)
2.Need overall budget analysis sheet (BAC - ETC) for our projects with high level of details.
3.Need overall actual cost tracking sheet with high level of details.
4.Create overall cash flow with high level of details.
5.Create tracking log sheet for our resources like subcontractors contracts value, Materials prices, labor contracts value.
6.Prepare and insure that our data are ready to received ERP system requirements.
7.Prepare tender package for upcoming projects (Lamy October)

1.Project: Al Mamlaka compound -Total land area 145, 755 m2 - BUA 48, 800 m2
Scope : Provided project management service to our client by supervision work for first phase grading and construction work for units including internal fences and external fences and gate. and after one year the project is hold (2008 Crisis) and need to maximize revenue by change design. I responsible for monitoring and control budget and schedule by prepare and review all submittal payments by contractors or consultants, cash flow, progress report (Including manpower), change orders, design modifications and visibility study (V.S.).
Target : 1.Monitoring and control payments (+15 payments/month)

Target : Get the steel price that will be high recommended to using Post Tension in design slabs

Result : When Steel exceed 1700 SAR / ton using Post tension is high recommended for very wide slabs to save Concrete quantities and steel bars in normal designs by cost saving 10%

3.Project: Ahly United Bank Building - new Cairo branch - Total floors 5 with 2 basement - total BUA 26600 M2

Target : Review in detail the steel and Concrete quantities to minimize variation in future to avoid high escalations in prices

1- Supervision on excavation work with replacement soil by using all types of equipments.
2- Concrete work for main fences and foundation of factory by using high professional survey work and handover it to Al Zamel Company to build steel skeleton.
