• Plan and implement a successful recruitment plan from the gap/work analysis till the jobs placements.

• Research, prepare and submit the annual budget for Business Support Office and support the other units in their budget preparation.
• Maintain detailed reports on financial, human resources and administrative matters.
• Ensure finances are managed according to legislation, policies and procedures and general accepted accounting principles.
• Manage Accounting and financial systems and maintain full and accurate accounting records.
• Conduct financial analysis and prepare detailed financial reports and statements
• Provide financial and accounting advice, direction and leadership.
• Develop and implement purchasing practices and monitor the purchasing system as per the Qatar Foundation Policies and Procedures.
• Prepare and administer contracts as per Qatar Foundation policies and procedures.
• Respond to auditors’ comments concerning finances and operation and overseas required action to address deficiencies.
• Approve the Chart of Accounts and maintain the commitment controls as per Qatar Foundation policies and procedures.
• Implement and monitor payment practices as per Qatar Foundation Policies and procedures.

Service ( Operations ) Manager - Middle East في Granite Services International Inc ( An Affiliate of General Electric ) / Qatar

Reporting to India & Middle East Service Director,
• Plan & Manage field employees and running business in five countries ( Qatar, Iraq, Kuwait, Lebanon and Jordan : including employee contracts, contract reviews, employee performance evaluations, identifying training and job assignment, mobilization of field employees, and addressing daily employee and Customer needs and requests .
• Manage sales and financial responsibilities; including inventory analysis, accounts receivable, invoice review, and operating plan targets.
• Liaise with the EHS Advisor to ensure that all EHS and QC procedures are followed at each Granite site.
• Monitor and control of project costs, including tooling, PPE and T&L expenses.
• Responsibility for the supervision and successful completion of each assigned project to the satisfaction of the customer.
• Recruit and select of suitably qualified craft labor personnel on either short or long term contracts.
• Prepare estimates and schedules in support of current and future business needs.
• Create and maintain a long-term forecast (including man power requirements by craft/by job) of potential work opportunities with job-specific details.
• Assist HR in the development of processes and opportunities to create job-ready craft pools.
• Travel periodically to job sites to interface with the customer and supervisory personnel and improve employee relations with employees.
• Conduct post-job evaluations on each job performed and implement corrective action processes as required to drive ongoing/constant improvement in EHS performance, service quality delivery, and craft labor productivity.
• Apply proactive safety measures to maintain GSII zero incident safety program requirements.

• Develop competitive strategies to effectively hire, retain, train and assign skilled
Field Engineers & craft labor. In general, these resources perform & supervise installation, construction, maintenance, inspection or troubleshooting of mechanical, Electrical & Controls systems with an emphasis on turbines supporting Power generation & Oil & Gas business.
• Perform outage planning with Service Managers to ensure the right crews are assigned for successful and timely completion of each work scope.
• Verify employee readiness for execution of assigned tasking.
• Coordinates with employee owners for career path planning and progression of the craft labor pool.
• Establish base load of resources capable of executing planned and contingent manpower work during peak seasons thus minimizing the need to hire “off the street” resources.
• Final hiring authority for skilled craft labor within regional .
• Provide periodic reports to senior management on the status of all employees in skilled crafts.
• Facilitate periodic global conference calls via the Resource Optimization Center for planning and scheduling of available resources.
• Liaise with Human Resources for the issues concerning retention of employees, such as, tracking contract renewal status and Granite exit evaluation and career opportunities.
• Ensure employee data entry is compliant with Granite policy and procedures and is maintained accurately and up to date.
