1. Supervises the overall inspection and testing schedule
2. Inspection & Test Plans and mobilization of inspectors in line with the construction schedule.
3. Supervises QA/QC Engineers and Inspectors in performance of inspections and tests,
4. Ensuring the reporting and compiling quality records with regard to required field inspections.
5. Liaises with SPM and Construction Manager / Discipline Engineers to coordinate inspection /Testing and construction activities.
6. Liaises with Construction Manager to clarify requirements and criteria for inspection and test for the works.
7. Liaises with Company's representative for field inspection and test schedules.
8. Authorizes inspection and test reports for submission to Contractors.
9. Reviews documentation including Subcontractors/Vendors to ensure quality requirements are documented prior to issue for approval. Reviews final hand-over documentation before handover.
10. Verifies via audit/surveillance, that quality assurance requirements of the Project Quality Plan and Quality Management Procedures are being implemented and are effective.
11. Develops and maintains an audit schedule to be approved by the SPM against which audits are to be executed.
12. Conducts and reports on audits, external and internal, and initiates recommendations to solve Quality problems.
13. Participates in meetings with Subcontractors and ensures the same observe project quality requirements.
14. Participates in meetings with the COMPANY to discuss and resolve project quality requirements.
15. Reports Quality activities of concern to the SPM.
16. Maintains effective communication with the SPM.
17. Develops and implements training sessions on the project quality system as requested by the SPM.
Factories create value and profit by production of goods to meet marketplace demands. Duties:
In addition to management and supervision of production, also leads efforts to continuously control costs, improve efficiency and increase productivity. In addition to these performance improvement efforts, monitor budgets and review financial statements. manage staffing plans and employees. And also creates and implements policies and procedures, coordinates with leaders from other departments and interacts with higher management

For Quality:

18. Participates in Project Management Weekly/Monthly meetings on issues related to the implementation of the Project Quality System such as Post Contract Review meetings,
19. Management Review Meetings, QA/QC Weekly meeting as instructed by the SPM.
20. Participates in meetings (and contacts as appropriate with respective representatives) with the Company and Subcontractors in respect to matters relating to the implementation of the Project Quality System, as instructed by the SPM.
21. Carries on Trend Analysis and means of Improvement of the Quality Management System.
22. Maintains records of Customer complaint or satisfaction.
For HSE:
1. Plans and administrates safety rules and procedures for field work in line with COMPANY’s safety requirements and local safety regulations.
2. Implementation and Completion of Regular 'tool box talks'
3. Conducts daily inspections to locate hazardous conditions and violations of safety rules and procedures.
4. Prepares accident or injury reports as required, and maintains safety records.
5. Conducts weekly safety meetings.
6. Analyzes each hazardous and unsafe condition to develop remedial measures to eliminate such conditions.
7. Directs fire protection organization according to the safety procedures.
8. Advises field staff and workers to correct or improve unsafe work conditions.
9. Maintains close coordination with COMPANY’s site representative in charge on safety.
10. Gives safety education to subcontractors, laborers and newcomers to strictly follow the safety rules.
11. Supervises the Safety Officer in fulfilling the above responsibilities.
12. Supervises Pan East medical staff.
• Leads Quality and HSE related activities throughout the company (Factory & Projects )
• Establish the quality management system procedures, work instructions, quality policy, quality objectives, and quality manual
• Ensure the individual Project needs the Quality, Environment and HSE Management Requirements in line with International Standards and Company Policies and Procedures.
• Performs Quality, Environment and HSE Management evaluations of Suppliers Project Management Consultants, or bid review in order to provide selection advice
• Reviews and approves the development of Company and Consultants Project Quality Plan, ensuring that Project Quality, Environment and HSE Systems and related procedures
• Preventively address the Assurance of Quality in the Design function, Procurement area and Construction activity.
• Ensure Proper Implementation of Health and Safety according to Regulations and Requirements of the Company Providing a Safe Working Environment for its Employees, Subcontractors and the Public.
• Evaluate Training to the Company Staff on Health and Safety Regulations, HSE Procedures and Company HSE Management System.
• Provide Records of Compliance with Company’s Safety Regulations and Maintain Awareness of Current or Relevant Construction Site Health and Safety Regulations in the country and global regulatory requirements.
• Implementation and Completion of Regular 'tool box talks'
• Establish suitable methods for ITPs, calibration, verification, identification, and protection from damage for monitoring and measuring devices
• Plan, and implement the monitoring measurement, and analysis of data to improve the processes and products
MIDDLE EAST OIL REFINERY (Midor Refinery) Project QC / QA Senior Engineer
Scope of Responsibilities:
• Provides leadership to the quality control team and ensures compliance to quality norms on construction sites with respect to civil, mechanical, instrumentation, electrical disciplines.
• Also supports quality control at vendors/suppliers during procurement activities.
Roles and Responsibilities:
• Manage quality control activities at various construction sites, ensures recruitment /assignment of construction site quality control team viz. civil, mechanical, instrumentation, electrical disciplines, QA/AC coordinators and discipline QC inspectors.
• Review construction site sub contractors, Inspection Test Plans (ITPs), method statements and construction procedures including approval of these documents, when required develop construction site inspection test plans, method statements, procedures to support construction sub contractors.
• Ensure site quality records are maintained; perform construction site quality compliance audits, sub contractor quality assessments prior to selection and support our construction personnel with regard to quality issues through corporate discipline QC engineers.
• Develop corporate construction site procedures, Inspection Test Plans, method statements for our corporate business management system and provide quality control support during procurement.
• Interface with client’s construction supervisors and QC personnel to deal with specific issues.
• Participate in vendor/supplier assessments as required and carry out quality system and compliance audits at vendors/suppliers premises.
• Provide feedback to the management with reasons on construction, subcontractors and vendors quality control performance.
• Perform any other related duties and responsibilities as required by the reporting man
Managing the project phases of Construction & Developer Handover, Engineering & Design Review, Construction/Build, Commissioning and Testing,
Managing to the appropriate standards the Health, Safety and Environmental requirements of the projects
Reporting to Client Management and the Company Management
Managing the contractual process through to completion of the Projects including "change control" Financial Control and Reporting
Managing the project Schedule on behalf of the respective Projects coordinating and where appropriate managing the Client resources
Providing management and leadership to the respective site based Client resources
Approves personnel movement, leaves and recommends termination of undesired staff of the project
