• Ensuring adequate HSE resources are available at the right place in the right time to implement HSE management on the Project.
• Conduct site HSE committee and other HSE meetings.
• Preparing and implementing the overall HSE Plan at the design phase and for reviewing, monitoring, auditing and reporting on the performance of the HSE activities.
• Responsible for ensuring HSE is implemented throughout the project lifecycle.
• Represents the plant on all HSE matters.
• Advice to the project personnel on HSE matters.
• Ensuring that all HSE standards, procedures and applicable local legislation are applied at all stages of the Project.
• Support and line management responsibility for the Engineering HSE Engineer and the Commissioning HSE Engineer.
• Liaison with sub contractors hse matters.
• Ensuring all HSE activities on site are in accordance with this HSE Plan and the HSE Reference Manual and procedures

Updating HSE policy and reviewing HSE performance plans.
Maintain up to date training matrices, processes, procedures, tools list and related documentation
Follow up on work permit systems and planning safety measures for manpower on site.
Inspection of vehicles and heavy lifting equipment prior to deployment on site.
Conducting risk assessments prior to work performance.
Make sure that all departmental first aid boxes are refilled with the appropriate medicines and materials.
Recommendation of corrective actions to the workplace; training and development to the staff.
Investigation of all Accidents, incident, near misses and recommends corrective actions.
Maintain the safety evaluation of external suppliers/subcontractors.
Coordination of trainings according to site requirements.
Adaption of training material and presentations according to work conditions.
Drafting HSE policy manuals to achieve an integrated HSE culture and to ensure that Health, Safety and Environmental procedures are made available and completed by the relevant departments.
Conducts safety and environmental audits and inspects facilities within geographic area of responsibility to ensure a safe working environment and compliance with regulatory laws.
Ensure that all security policies and procedures are adhered to all accidents, hazards and repairs are reported immediately to the necessary departments Training IOSH courses for local and International candidates.
Controlling and evaluations of employees’ reactions during Mock drill scenarios.
Maintaining QHSE Records.

Duties & Responsibilities: 1. Development and delivery of HSE courses in consistency with employee's
individual development plan.
2. Planning and scheduling of delivery of HSE courses in English & Arabic.
3. Plan & implement effective use of resources for the Training Program.
4. Liaise with other on-job training staff to ensure full compatibility of on-job & off- job training, meet with them regularly, & visit locations where trainees are receiving
on-job training.
5. Ensure consistency of training activities & documentation across all company
disciplines.
