12/02/2012 - Present WQ2 HSE Operations Manager LUKOIL Mid-East Ltd.
This 6 B USD dollar brown field mega project has several facilities with a large infrastructure that required the development, implementation and execution of all HSE management systems. Employing ISO 18001 and 14001 environmental compliance.
The coordination of recruitment and the development of training required facilitating the future sustainability of 12, 000 operations personnel. Drilling operations has begun including re-entry of historical wells with conventional and directional drilling, work-over and completions. The engineering and construction of major facilities including export pipeline, tank farm terminal, gas turbine power plant, central processing facility and water supply systems, as well as training of local nationals in our newly developed educational centre. It has proven to be essential that an excellent understanding of resource management is required to develop solutions in remote locations that ease tensions related to the local politics. Specifically, in the recruitment, selection of contractors, training and development, of Local Nationals and policies and procedures needed to maintain the current project milestones with little impact to business continuity or reputation as an operating entity in Iraq. First oil scheduled to be produced in early 2014 with Phase 1 of this project reaching capacity of 400, 000 BPD by the end of 2014.

Seconded from SNC-Lavalin as the assistant HSE Project Manager of the Owners Project Group, primary responsibilities include aligning HSEC processes of the EPCM contractor with the pre-commissioning and commissioning phases of this project. These responsibilities are inclusive of the operational facilities and infrastructure of an open pit mine and slurry preparation plant with a 230 km pipeline to move ore to the plant site; a pressure acid leaching facility with a metals refinery to produce LME grade nickel metal, cobalt metal and ammonium sulphate.

As a HSE Superintendent, I revised, implemented and managed the Emergency Management and Response Plan, Traffic Management Plan and oversaw the demobilization of off-site contractors. This including establishing HSE strategies by facilitating processes that were complicated due to the cross cultural diversity and language barrier. With the Project peaking at over 17, 400 personnel, milestones achieved include a 10, 000, 000 and 20, 000, 000 hour Zero Loss Time Injury Awards. At peak construction I had the direct reports of 31 personnel as well as over 100 subcontractor HSE representatives.

Working within an ISO 18001 and CSA Z.731 environments involves the continuous monitoring and auditing of health, safety & environmental procedures and processes to ensure customer, regulatory and legislative compliance. Mandated by BP Canada for Upstream to supervise and facilitate the integration of a recent business acquisition and their primary subcontractors in all HSE aspects, from well site completions, to pipeline construction including hot taps and tie-ins, to the building and commissioning of a 50 million cubic foot per day gas processing facility and the multiple operational sour gas facilities involving converting molten sulphur to a dry export quality product. The process began with individual site audits and gap analysis lending to the specific training of site supervisors and line management in inspections, safety audits, permitting procedures, ongoing hazard identification and risk assessments with the end result being the successful integration into the IS Net world.

As the Manager of the emergency response planning group, I specialized in addressing the safety and compliance requirements of CSA Z731 and NFPA 1600 directives pertaining to field operations and emergency response planning of the upstream oil and gas industry. Conducting vulnerability and capability assessments identifying risk matrices and preparing the client identify their responsibilities to public protection. Conducting audits and assessments to address regulatory needs and business continuity impact the client could then develop the safety and compliance needs required for the basis of a emergency response plan. Budgeting, client and stakeholder reviews, were components of presenting what safety requirements of public protection were required to conduct seminars pertaining to emergency planning zone.

17/02/1996 - 05/08/2006 MWD and Directional Drilling Engineer Schlumberger /Anadrill
Recruited by Schlumberger as a MWD Field Engineer I was responsible for down hole tools and monitoring of continuous direction and inclination (D&I) measurements made while rotating to facilitate trajectory control and reduce stationary measurements of deviated wellbores. This was achieved by incorporating the use of telemetry data to optimize update rates for improved trajectory control while drilling operations were engaged. After four highly successful years in the field as MWD, I was promoted to Directional Driller that allowed me to apply the science of producing deviate wellbores using pre-planned well plans to targets located at given lateral distances and direction from vertical. The Shell expansion in the west Baccaro oil field Venezuela provided me to the opportunity to assist in the development and implementation of HSE strategies that combined the field knowledge and processes to support this project safely.
