The role involved the management of the onsite commercial teams.
Procurement of both Domestic and Provisional sum packages.

I was employed to take charge of the Contract Management and oversee the Commercial aspects of the Employer change control processes and to manage them to a successful conclusion of the project. This was successfully achieved with the project being delivered on time and under budget. The project was structured in such a way the Hill International were appointed as a sub consultant to the Project Manager Samsung. The position required close collaboration between all sub consultants, project manager personnel and client.
The objective was to review, update and create a professional approach to both the Contract administration and the Quantity Surveying policies and practices of the company.
Contract Management
• To review comment and negotiate the contract terms.
• Identify risks and opportunities within contract documents.
• Prepare working documents and templates for project managers to ensure effective issue of notices particular to individual project terms and conditions.
Conduct comprehensive review of post contract operational practices.
• Create format and mechanism for the creation of monthly progress reports. Including the introduction of monthly programme updates, statements of progress and look ahead plans. Co-ordination with Design and Construction managers for inclusion of drawing, RFI and materials submission status.
• Assist Project Managers to issue correct contract notices on time.
• Analyse and defend legal notices from suppliers.
• Creation of Sub Contract Programmes and subsequent construction revisions.
• Recruit trained planners and co-ordinate the creation of critical path analysis and Extension of Time Submissions.
• Initiate workshops with Planning and QS departments into creation of subsequent prolongation claims.
Conduct comprehensive review of existing Quantity surveying and commercial management practices within the company including.
• Method of preparing monthly statements of account.
• Interrogation and negotiation of Interim Payment Certifications
• Mentor QS’s in fully understanding the scope of works.
Providing the lead to the contracts, commercial and planning departments for the Nakheel Mall project. I left UNEC after my wife fell pregnant to accept an offer that included comprehensive family medical insurance with maternity benefits for my wife.
Responsibilities included.
• Review of all correspondence and issue of contractually sensitive responses.
