With more than 100 projects in the pipeline, the mandate is to improve and digitize project and construction management systems and practices across every aspect of the development process of iconic residential and commercial builds. Scaling up rapidly, the dynamic alignment of the construction operations strategy to the business model, restructuring, and innovation in various functions of the production cycle, are top priorities in the agenda.
Consulting Engineering to the Client, for the construction of: The “Heart of Europe Project in Dubai”:
Construction of the Portofino Family Hotel, a 5-star luxury hotel with 451 rooms and a total area of approximately 55, 000m2.
• Responsible for reviewing articles of agreement and conditions of contracts, approving working drawings, BoQs, specifications and recommending for the schedules of works.
• Monitoring site operations, QC/QA, and reporting progress against schedule to the Client on regular meetings.
• Coordination of external subject matter experts and laboratories for their scope of work, sequence, data exchange and deliverables.
• Overview of the NoC process with Trakhees / Nakheel authorities: recommend the strategy for obtaining timely the work permits.
• Acted as the Engineer for the international projects of the Group across MENA, and single point of accountability for operations, contracts execution, project controls management and delivery.
• Led construction operations and accounts’ management for the new Business Units in Dubai, Qatar and Iraq.
• Directed all facets of business in long-term construction contracts, including budgeting, scheduling and logistics planning, risk analysis, recruiting, HSE training, and the development of supply chains in project areas.
Iraq:
• Delivered as the “Project Director” and “Client Representative” in a long-term infrastructure program for British Petroleum in Iraq, including development and implementation of processes for quality control and assessment, HSE standards, technical methods of statements and specifications, and the overall programme compliance.
• Assumed full P/L accountability, accountable for the overall business management and development in the region. Financial reporting to the Group CEO; quarterly strategy updates, forecasts and KPIs evaluation. Boosted revenue target by 50% in three years.
Dubai:
• Acted as the Engineer for the international projects of the Group across MENA, and single point of accountability for construction and operations, contracts execution, project controls management and delivery.
• Managed the team of external international engineering consultants, set and monitored the partnership conditions.
• Directed engineering design for integrated built solutions, such as RC and heavy metal structures, power and telecom towers (75~90m height), pile foundations. underground tanks, retaining walls, housing, control centres.
• Administered tenders’ preparation, RFPs and bids evaluation, scope definitions and presentations, prequalification management for international projects of the United Nations and targeted big accounts, such as Vodafone, Exxon, Alcatel, BP, Petrofac, and Shell, for projects in Qatar, Iraq, and Africa.
• Developed and maintained strategic relationships with key clients, public authorities and technical institutions; ensured buy-in of proposed solutions from the top management levels at targeted stakeholders.
• Chaired stakeholders meetings for progress evaluation, commercial issues and claims settlement; influenced decision-making and handled disputes resolution and change management tasks.
• Directed all facets of business in long-term construction contracts for the new Business Units in Dubai, Qatar and Iraq, including planning and budgeting, risk analysis, logistics, recruiting, HSE training, and the development of supply chains in project areas.
Iraq:
• Delivered as the “Project Director” and “Client Representative” in a long-term infrastructure program for British Petroleum in Iraq. The €119 million rehabilitation of the Egnatia Road mega-project and Construction of the 3.2 km Dodonis Tunnels and Bridges, awarded to a six-membered international joint venture (J/V).
The project involved a complex construction programme for boring and building two parallel tunnels, 3.2 km length each, three linear cantilever bridges of medium span (25~30m), and extensive road construction and asphalt pavement works of approx. 80 Kilometres.
• Managed the construction contract of the Italian members of the J/V. execution, overall performance and negotiations, modification and termination of contracts with various parties, including contractors, vendors, and distributors.
• Supervised contractors on-field operations, monitoring work progress, QC compliance, punch list follow-up and clearance.
• Represented the Italian side in the J/V progress review and commercial meetings, reporting to the COO.
• Ensured schedule adherence of construction works, and the timely review, approval and reconciliation of scope variations.
• Monitored compliance of the Service Level Agreements between the J/V members related to overlapping parts of scope and internal scope transfers between members.
• Conducted a retrospect accounts’ analysis in the executed part of the scope over a four-year period.
• Settled claims and disputes between the J/V members, investigated registered data, ministry’s instructions and change orders, daily progress reports, subcontracts, and any other official documentation and correspondence across the J/V structure towards the overall financial settlement
• Established the new engineering and construction department in the group, creating management capacity for turn-key development of capital projects.
• Executed on the corporate restructuring, the transformation of internal functions, and incorporation of consultant engineers for the development of designs in architectural, structural, mechanical, and environmental disciplines.
• Developed tenders’ management process for capital projects in the private and public sector; led the preparation, prequalification and submission of various proposals for regional and international projects.
• Led engineering and construction management for various infrastructure developments, ensuring the quality of deliverables meets with clients’ expectations.
• Developed strategic relationships with targeted clients and individual investors for projects in Greece, Bulgaria, Middle East.
• Set targets, objectives and clear responsibilities for the construction supervision staff and monitored individual performance against KPIs.
Worked on multi-level engineering and construction management roles throughout the entire lifecycle of large-scale developments and infrastructure for international events, developing a portfolio of completed projects in Greece and Qatar, including:

The “Energy Supply Program for the Olympic Games in Athens” (€ 60 million), in a joint-venture with ABB-Alstom-Siemens
The Company was dealing with the key-turn development of IT infrastructure projects across the country for the leading operators in the market, such as Vodafone, Telestet, and Wind.
• Developed engineering design, planning, budgeting and construction of IT infrastructure projects in urban & rural areas in Greece, Malta, and Armenia.
• Created and signed-off the Engineering, Structural, and Environmental designs for all projects in Greece.
• Directed site construction operations and delivery of turn-key infrastructure, acting as the prime point of contact for technical and contractual matters.
The Company was dealing with the architectural and structural design of high-end residential and industrial projects.
• Developed structural analysis, construction/shop drawings for the Satelite Building of the New Airport of Athens (use of structural engineering and architectural software tools: Strad, Fespa, Autocad).
• Oversaw the manufacturing process of the steel reinforcement for the Satellite building, acting as the quality controller.
• Created structural design for various residential and commercial buildings in Greece.
In Aug ’97, when I joint “Italtel Group”, I kept my position in “Philipou” as a part-time job until Feb’98.
