• Develop and implement robust Health, Safety, and Environmental (HSE) policies and procedures
tailored to the construction site and logistics area, ensuring alignment with NEOM Projects
Health and Safety Assurance Standard.
• Ensure full compliance with all relevant health, safety, and environmental regulations and
standards, continuously monitoring for updates and changes in legislation.
• Oversee all health and safety aspects of marine and construction activities, ensuring a safe
working environment.
• Collaborate closely with contractors to ensure they fully understand and adhere to NEOM
Projects Health and Safety Assurance Standard.
• Provide comprehensive training and ongoing support to contractors, enhancing their health and
safety practices and ensuring consistent compliance.
• Oversee the logistics area on the mainland, ensuring efficient and safe traffic flow and the
secure transportation of materials.
• Monitor and manage health and safety protocols for all marine activities associated with the
construction project.
• Lead the investigation and respond promptly to HSE incidents, accidents, and near misses,
utilizing the safety dashboard system for accurate reporting and documentation.
• Maintain meticulous records of all HSE activities, inspections, and incidents, ensuring data
integrity and accessibility.
• Prepare and present regular reports for management and clients, highlighting HSE performance
metrics, trends, and areas for improvement, leveraging Enablon for data analysis.

• Advise and assist the most senior construction site representative in establishing and managing
ESHARP Management and Parsons SH&E processes.
• Identify and eliminate/control any hazards to persons and property.
• Audit and inspect the job site to detect and correct safety hazards.
• Conduct daily visual inspections, report issues, and submit observation reports to the contractor
via the project reporting system (Enablon) and follow up on the close-out of the same with the
contractor.
• Audit job incident records and lead the investigation of all accidents and dangerous occurrences,
and report in accordance with client requirements and Parsons procedures.
• Provide oversight to the new hire safety orientation process and other safety-related training.
• Review risk assessments for upcoming work and provide technical assistance to the safety
planning process.
• Check SH&E requirements in method statements, risk assessments, and permit-to-work
procedures submitted by the contractor.
• Monitor project contractors compliance with project requirements, local safety regulations, and
the contractors own SH&E plan.
• Check that site security, fire, first aid, and welfare facilities and procedures appropriate to the
works are provided and adequately maintained.
• Receive, review, and distribute safety inspection reports with recommended corrective actions.
• Recommend improvements in processes, procedures, and operating equipment to minimize
hazards.
• Represent the management during safety inspections of the job site by regulatory authorities,
company insurance carriers, or NEOM LPFS.

• Maintain and apply knowledge of current health and safety policies, regulations, and industrial
processes.
• Review plans and specifications for new machinery and equipment to make sure that they meet
safety requirements.
• Identify and correct potential hazards by inspecting facilities, machinery, and safety equipment.
• Evaluate the effectiveness of various industrial control mechanisms.
• Ensure that buildings or products comply with health and safety regulations, especially after an
inspection that required changes.
• Install safety devices on machinery or direct the installation of these devices.
• Review employee safety programs and recommend improvements in Health and safety.
• Investigate industrial accidents and injuries to determine their causes and to determine whether
the incidents were avoidable or can be prevented in the future.
• Interview employers and employees to learn about work environments and incidents that lead to
accidents or injuries.

• Identify potential hazards, assess risks, and develop strategies to mitigate them. Implement
safety policies and procedures in compliance with local and international standards.
• Conduct safety training sessions and perform regular inspections to ensure compliance with
safety standards and regulations. Maintain comprehensive records of inspections, audits, and
training.
• Investigate accidents to identify causes and recommend preventive measures. Develop and
implement emergency response plans, conducting regular drills to ensure readiness.
