effective launch in May 2021.
▪ Spearheaded the setup of the World Bank Project Management Unit, Including
hiring, development of the project operations manual, planning, and budgeting.
▪ Pioneered the establishment of Palestine's Independent Telecom Regulator y
Authority, ensuring reliable and competitive telecom ser vices.
▪ Led the formation of a root Certification Authority, facilitating secure digital
transactions across public and private sectors.
▪ Innovated legal and technical reforms to fortify cyber-physical systems,
elevating the resilience of government digital platforms.
▪ Orchestrated the creation of a unified Emergency Response Center, streamlining
disaster and medical emergency systems integration.
▪ Led the development of an E-Gov strategy and action plan for government
ser vices digitalization.
▪ Led the development of an E-Gov Ser vice Inventor y & Prioritization.
▪ Super vised the Transformation of selected Post Offices into Digital Access
Points for e-ser vices and public Internet.
▪ Contributed to the development of Data Governance Assessment.
▪ Provided strategic regulatory guidance, ensuring compliance with Telecom
regulations in Palestine.
▪ Led MTIT's team through the preparation phases of the World Bank Digital West
Bank & Gaza Project, culminating in a signed grant agreement in April 2021.
▪ Headed the task team for the development of the New Telecom Law No.37/2021,
actively engaging in technical drafting meetings and public consultations.
▪ Coordinated the Telecom Market Review & LRIC Project, defining markets,
dominance, and ser vice pricing, delivering essential regulator y remedies.
▪ Successfully directed the implementation of Mobile Number Portability, bringing
the ser vice online in September 2020.
▪ Contributed to policy reforms for accelerating fixed broadband infrastructure
coverage in the West Bank & Gaza.
▪ Contributed to the development of the Palestinian Digital Economy Assessment
2020.
▪ Coordinated international activities with ITU & UPU, representing MTIT in various local and international organizations.
▪ Chaired The European Mediterranean Regulators Group in 2020 and led the Joint Technical Committee in 4G/5G Spectrum negotiations.

▪ Managed national and international Radiofrequency Spectrum, coordinating with
ITU.
▪ Successfully coordinated the Digital Terrestrial T V Project, transitioning analog
T V broadcasting to digital and freeing the UHF spectrum.
▪ Train Students on Telecommunications Fundamentals and Technologies,
including theoretical classes and vocational training in a well-equipped
workshop on Electronic, Telecom, Transmission and Antenna Training Devices.
▪ Coordinate and super vise the training activities for all of the school workshops
(Multimedia, Electronics, Electrical Power Installation, Computer)
Every year 20 to 30 prominent individuals from the Middle East are selected for a ten-month non-residential Executive Program.
