• Determine the Buildability, Constructability, Quality Mark (QM), Sustainability (Green Mark) and Universal Design (UD) Mark requirements and crafting Value Engineering for change of Structural and Architectural components.
• Prepare subcontract budget & BQ and invite subcontractor for Prequalification and Tendering of Subcontract Works. Review & evaluate Subcontractor’s quotation against Specification, Contract Conditions and Green Mark requirement then prepare comprehensive cost comparison against budget of each Tenderer.
• Review & administer subcontract agreement to ensure that the scope of work is engulfed and minimize ambiguities of the documents.
• Review Contract Documents and list the tangible deliverables under our scope to share for each Department. Assist in dispute resolution related to contractual issues especially cost related matters. Coordinate & provide advice to members of design team regarding aspect of contractual positions & responsibilities to ensure company’s interest is fully safeguarded.
• Prepare, submit, and represents in a series of meetings and negotiations with Client QS & Architect for VO matters and claims to address contractual arguments and interpretations are within the parameter of the Contract.
• QS in-charge that handles the payment evaluation, quantity measurement, reconciliation of VOs and claims and Closing of Accounts for External, Structural, Façade, Precast, Access Facilities and Mechanical & Electrical works Subcontractors.
• QS in-charge that controls and manage the procurement of construction materials and hiring of equipment. Initiates procedure to ensure the proper documentation is complied. Performs miscellaneous job-related duties and takes over additional responsibilities in managing the workload during the absence of other staff members.
Accomplishment Highlights
Saves S$ 1, 859, 731.00 in VE for conversion Carpark screed to powerfloat, brick & plaster works to hollow core panel + skimcoat and precast wall panel to drywall partition
Saves S$ 724, 000.00 from the apparent omission of aluminum cladding by Client after we asserted that there were no cladding on design drawing as substantiated with our Contract interpretation based on facts of their reply to our Tender Clarification
• Attend weekly meetings with the Client pertaining to commercial matters.
• Coordinate with Client and subcontractors through meetings and email.
• Prepare and evaluate the monthly progress of the project based on Construction Management System (CMS) format.
• Prepare cost monitoring of the project.
• Quantify, costing and reconciliation of VO with the Client
• Re-measurement of Issued For Construction (IFC) drawing quantity against original BQ.
• Prepare Works Order, Purchase Order and Subcontract Agreement to subcontractors and suppliers
• Evaluate subcontractor’s progress claim based on actual works done at site then prepare payment recommendation

• Prepare weekly accomplishment reports, monthly progress claim and interim payment certificate to Client
• Coordinate to Engineer about the reports, VOs, and claims.
• Prepare invitation to quote (ITQ), cost comparison, works order, purchase order, proposal of award, subcontract agreement, close-out documents
• Prepare quantity take-off based on design drawing, approved for construction (AFC) drawing and as-built drawing then tabulate into Bill of Quantity for submittal to Client.
• Evaluate subcontractor’s claim for payment based on actual works done at site then prepare payment recommendation.
• Prepare comprehensive Bill of Quantities and Cost analysis for bidding and tender.
• Monitor and control project budget as per cost code
• Prepare rebar cutting and bending schedule.
• Fast track the submission of Variation Orders quantification, costing and reconciliation to Consultant (DAR Al Handasah)
• Lead the team of QS in organizing the quantity take-off & control of various construction materials for subcontracting and purchasing
• Prepare and/or monitor monthly progress report & application for payment to Client and subcontract agreement
• Evaluate subcontractor’s request for payment in accordance to actual site accomplishment then issue for payment.
• Lead the team of QS Engineers in organizing the preparation for bidding requirements for the upcoming projects
• Prepare comprehensive Bill of Quantities and Cost analysis for Civil and Architectural items including Mechanical and Electrical works
• Prepare close-out document for subcontractors and suppliers
• Prepare subcontractor’s work schedule using Primavera software.
• Lead the Engineering team for the construction of new buildings and its finishing.
• Prepare rebar bending schedule, quantification of finishing materials, procurement and delivery schedule.
• Assist in preparation of overall construction and detailed schedule.
• Prepare project manuals and works methodology.
• Engineer-in-charge for the additional claims and variation order and Defect Liability Period (DLP) maintenance

• Engineer-in-charge for the overall construction (from excavation up to finishing works) of Production and Laboratory buildings.
• Coordinate with the Nihon Sekkei Inc., Consultants (NSI) and other subcontractors regarding payment and bill of quantities, drawings, plans and specifications
• AutoCAD drafting and manual detailing
• Prepare structural designs for steel structures
• Prepare material quantity estimate and costing
• In-charge of rebar scheduling and installation
• Prepare construction materials list to be purchase
