• Direct and coordinate the management and operation of information technology.
• Set priorities, initiate new projects .

• Monitor quality of service of the daily activities, identifying problem or critical areas, developing changes in the procedures to resolve these issues and supervising the application of this change.
• Design, establish, and maintain an organizational structure and staffing to effectively accomplish the organization’s goals and objectives.
• Stay abreast of trends and best practices in IT in general and IT in higher education specifically.

Responsible for all group infrastructure activities in eleven countries (Egypt, UK, Nigeria, Ghana, Sierra Leone, Kenya, Tanzania, Uganda, Iraq, UAE and Russia) include planning, budgeting and implementation:

- Local Area Network:
Build the entire LAN infrastructure including design, planning and monitoring of all infrastructure wiring, switches, network Operating System (Windows 2K), hardware and vendor selection

- Wide Area Network:
Build a complete WAN between the eleven countries using different communication lines (Frame Relay, VSAT and VPN over internet) to ensure smooth business collaboration. This includes design, planning and monitoring of the wide area network including configuration, technologies selection and service providers.

- Security:
Make sure that group network is secure by implementing access right procedures, connectivity and monitoring tools. Work with outside auditors to review and close all possible vulnerabilities.

- Negotiate and evaluate technical and financial proposal for outside vendors.

- Manage the network operation staff in Egypt and provide technical assistant to all other countries.

- Managing the Data Management Office and supervising a staff of eight : a team of three-developers and a team of five-computer specialists, monitor their daily activity, guide and follow up on their assignment projects.
- Responsible for two crews of contractors, monitor their daily activity, guide and evaluate their assignment projects.
- Responsible for compuer systems operation ( Telecommuncation, LAN, WAN, Unix and Microsoft)
- Reponible for all mission's computer application

- Manage all operation staff and help desk contractors

- Internet and Intranet :
Study, design and implement the best secure method to publish USAID/Egypt home page to the Internet. Design and Implement internal information pages (Intranet) to help sharing information between USAID's staff.

- Lotus Notes:
Implement a complete structure for Lotus Notes applications (Including hardware selection, server distribution and software procurement) to enable maximum benefits of information sharing among USAID's Staff

Telecommunication
- Responsible for all telecommunications systems used by the USAID/ Egypt mission and its clients’ offices.
- Maintain a large Cisco Catalyst 5500 & 6500 switched LAN.
- Maintains a multi-protocol routed network (TCP/IP, Banyan Vines, VoIP), including RF wireless links, VSAT, X.25, Frame Relay, point-to-point and ISDN DDR.
- Build and maintain a remote access service.
- Responsible for designing and implementing the USAID Egypt New Office Building LAN and WAN, including the largest AVVID network in the region, (450 Cisco Selsius stations) at that time.
- Responsible for network management (Network IT Pro, Cisco Works for Switched Internetworks (CWSI) and Sniffer)
- Security administrator, responsible for mission firewall, data encryption and intrusion detection.

UNIX
- Install, configure and administrate SUN SPARC, SUN ALTRA and IBM RISC 6000 Unix boxes hardware and peripherals. Install, configure and administrate TCP/IP communication protocol. Study the UNIX Inter-Network and UNIX routing option in order to determine the optimal way to connect the UNIX boxes to Network to provide best performance. Provide daily support for UNIX users.

Network
- Implement, install and administrate Banyan Local and Wide Area Networks (14 Servers), Windows NT 4.0 Local Area Network (10 Servers) and Compact Disk CD Server on the LAN. Defined and recommended short and long term LAN hardware and software procurement needs to expand/improve enterprise performance. Trouble-shoot Network problems, hardware and software for all the site's computers and peripherals (more than 400 PC, 100 printer, scanners and plotters with a wide number of brands). Plan network implementation, including user distribution on the servers, load balance, backbone and network traffic management. Monitor and evaluate maintenance performed by outside technicians.

• Network support including installations, trouble-shooting and administrative tasks. Maintain dot matrix, laser printers, un-interruptible Power Supply UPS and other computer peripherals (plotters, scanners, fax cards, etc.). Maintain IBM original computers and IBM compatible computers.

• Arabisations of computer printers, development of firmware, design of Arabic fonts, design of an intelligent interface box between NCR minis and STAR laser printers. Write device drivers using Intel's 80 series assembly language and Microsoft C.
