Role and Responsibilities:
• Running and executing a 30million dollars program that consist of:
◦ Rehabilitation and putting back in Service of Reshmaya 14MW
hydroelectric power plant on SAFA spring, including penstock repair
work.
◦ Study of EDL distribution network and solicitation/selection of
suitable place to install a 7MWp solar farm connected on the medium
voltage distribution network. As the first pilot PV power plant project
in Lebanon of that size.
• Supporting the Chief of Party (COP) for the overall project management and
specifically in the project technical leadership and implementation oversight.
Including administrative and financial tasks, as well as oversee M&E
activities ensuring that all project deliverables are met and delivered in a
timely and efficient manner.
• Supervising and leading the infrastructure team and providing technical
expertise related to the infrastructure elements of the program.
• Efficient program management with the COP, and enforcing compliance with
USAID contract provisions, FAR regulations and AIDARs, DT-Global policies,
and procedures, and local laws as they pertain to procurement.
• Leading the technical components of the project related to infrastructure and
engineering including design, construction, hand-over and maintenance
• Supports COP on the supervision of program technical staff, consultants and
locally-hired support staff
• Oversees and manages the sub-contractors hired for the infrastructure and
construction elements of the program
• Responsible for overseeing the planning, designing and installation of
RE(Renewable Energy) systems
• Responsible for implementing all results under INARAs activities related to
infrastructure
• Oversees and manage technical staff, and Short-Term Technical assistance
consultants related to the infrastructure component
• Provides quality assurance related to infrastructure elements and manages
engineers
• Works with DT-Global head quarter to monitor project funds and field
expenditures to eliminate risk and project overruns
• Leads in the design and roll out of sustainable Operations and Maintenance
of renewable energy systems
• Oversees expenditures related to the infrastructure component of INARA and
ensures that funds are properly spent and accounted for.
• Contributes to Monitoring, Evaluation and Learning activities of the program
working with the MEL Manager
• Drafting of weekly, monthly, quarterly and annual reports in required USAID
format and provides overall quality control on the content; contributes to the
Annual Workplan
• Ensures project implementation according to Dt-Global s policies and
procedures as well as USAID and FAR guidelines.
• Negotiates local sub-contract agreements for DT-Global for the
infrastructure component
• Oversees the procurement process for local infrastructure sub-contractors
(including design firms, local ESCOs and construction subcontractors)
• Assists with and providing inputs to developing Annual Work Plans,
Communication and Schedule of Deliverables, and other Plans as required by
USAID.

• Participated, and lead many the HIA (HAMAD international airport) expansion
projects. Including design, design check, and construction supervision of HIA
66kV and 11kV network including substations, underground cables, and
Interface connections with KAHRAMAA network
• Participated in many studies related to NEOM-KSA development projects,
including master plans, and design/design review.
• Achieved the establishment of large PV solar farms for the first time in
ANGOLA (500MWp, 120MWp, 60MWp)
• Achieved the design and construction supervision of large scale and medium
scale hydro power plant in Angola (Lauca, Caculu Cabaca, Matala, others)
• Conducted many studies in the power Grid development in Agola,
Mozembique, And Africa power pool project.
• Conducted many studies and Grid impact assessment of large-scale
factories, and power plants.
• Meeting with the Client and Local Electrical Authorities (RNT and PRODEL) for
data collection; building the PSS/E model for Angola existing and proposed
future network (up to 2040); performing power flow, fault analysis, transient
and power grid integration studies; checking the network voltage stability
and overloaded elements, and proposing solutions including required
reactive compensation, new transmission lines and upgrading of various
network elements; Nevertheless, my scope also included the elaboration of
substations tender documents, including specifications, BOQ and concept
drawings, for the following project:
◦ Transmission Lines and Electrical Substations for Caculo Cabaca
Hydroelectric Power Plant, Angola. Electric feasibility, including load
forecast, power flow, short circuit and transient analysis studies in
addition to the detailed design and tender documents for over 1, 600
km of 400 kV, 220 kV and 110 kV single circuit and double circuit
transmission lines. The scope also covered the construction of one
400 kV/220 kV substation, two 220 kV/60 kV substations, and two
110 kV/30 kV substations in addition to the expansion of one 400
kV/220 kV/60 kV substation, one 400 kV/220 kV substation, one 400
kV switchyard, and one 220 kV/110 kV substation. The scope also
included Environmental and Social Impact Assessment Studies.

• Studying markets and identifying opportunities for potential power projects.
• Studying tenders, including requirements and eligibility in addition to the
preparation of risk assessments and analyses, direct and indirect cost
estimates, and cost and price schedules.
• Supervising the tendering process from the prequalification stage through to
the final bid submission, award of contract and final closeout.

Managed the design services and compliance with local and international
Regulations and codes, for residential, commercial, medical facilities,
industrial, water treatment, power transmission and distribution (HV, MV, LV),
power generation and other projects.
Some of the Executed Projects:
• SFMC: Security Forces Medical City, in Riyadh- KSA. Client: MOI, Contractor:
ABV rock, Consultant: Manens-Tifs Ingegneria, Designers, Hyder consult and
RELKP. RELKP scope was the design development and detailed engineering,
and development of construction drawings.
• Al-Zora Shores in Ajman UAE, with Solidaire UAE, consists of building 3
residential complexes, including building blocks, town houses, and villas.
• ANSAB, Masharek, SAHARA, Thumana, Al Fursan, malls in KSA,
• Zahleh Waste water Treatment Plant: Client CDR, consultant RELKP,
Contractor DGT

Designed and followed-up for projects in the sectors of: oil and gas, power plant,
water treatment, power transmission and distribution. Major projects executed:
• Tendering for Deir Ammar 500MW Combined Cycle Tri Fuel Power Plant (HFO,
LFO and Natural Gas), Lebanon. Client: Ministry of Energy and Water.
Consultant: AF Consult. Main Contractor: BUTEC/Abener. Responsible for the
preparation of pre-engineering, basic design, basic engineering, basic
tendering BOQs, pre-tendering model, and bid packages for tendering;
securing the commercial aspects of the tender to reflect the market value at
the time of the bid. Participating in pre-bid and post-bid clarification meeting;
reviewing and commenting on contract with the Client and the
sub-vendors/subcontractors; and reporting to higher management for final
decision.
• Responsible for the design, design coordination and construction follow-up;
allocation of resources for design follow-up; conducting design review
meetings with the Client and securing the Clients design approval; defining
equipment and system specifications; validating and approving vendors and
subcontractors drawings; assisting with the resolution of construction
technical problems; and provision of procurement support, for the following
projects:
◦ Shah Plant with twenty-four 132 kV/11 kV
Substations, Abu Dhabi, UAE. Client: Hosn Gas. Main ENI

Managing a team of 8 Engineers, and 2 Designers. Reporting directly to the
General Manager, with the responsibility for the design, design coordination
and construction follow-up. Validation of design deliverables; allocation of
resources for design follow-up; conducting design review meetings with the
Client and securing Clients design approval; defining equipment and system
specifications for vendors and subcontractors; validating and approving
vendors and subcontractors drawings prior to execution; and providing
technical support for the resolution of construction technical problems. Worked
on the following projects:
• PP1 (62 MW) and PP2 (24 MW) Heavy Fuel Power Plants. Client: Iraqi
Ministry

Executed and coordinated of multiple projects from the tendering stage
through design, execution, erection and commissioning up to final handing
over and O&M stages. Designed and secured the approval

• Managing a team of 66 personals: 6 Engineers, 24 Technicians, 24 workers
and 12 Supervisors with the responsibility for the commissioning and
maintenance of MV, HV, and EHV substations
• Levels 1/2/3 Maintenance for one hundred and sixty five 132 kV/11 kV
substations in Kuwait, 44 substations in Bahrain and three 300 kV/132
kV/11 kV substations in kuwait. My responsibility is extended for the
planning and execution of the maintenance of these substations. This
program consists of 3 maintenance levels according to a preset
requirements by the O&M. I completed 4 cycles of the program including
preventive routine maintenance, light maintenance, and overhauling
maintenance including repair activities. The main KPIs to reduce the
outage time and improve the overall grid reliability is achieved. The same
model was extended to all regional and international operations of Areva,
and I had the responsibility to document and normalize the procedures
across all Areva operations.
• Planning and execution of all tests and checks related to HV and MV
switchgears, protective relays for 300 kV/132 kV/33 kV/11 KV) substation
control systems, power transformers and battery chargers.
• Technical and commercial coordination with the Client.
• Implementation of quality assurance plans for substation maintenance and
commissioning projects.
• Applying, Enforcing and following-up on safety procedures. I was
responsible for the Safety program including periodic audits across all
AREVA sites in the Area (ASD). I had achieved a zero incident goal for 3
million man-working hours.
• Development of testing procedures for MV switchgears, protection and
control systems, power transformers, batteries and battery chargers.
• Testing equipment purchasing and calibration.
• Substation design coordination and management, including follow-up on
necessary design approvals from the Client.
• Some of the executed Projects are:
◦ Petrochemical Complex A 132 kV/11 kV Substation, consisting of 33
G1S bays, eight 30 MVA transformers, I completed the commissioning
and the handing over to MEW of the substation as a commissioning
managerof the site.
◦ Omeriya W and Omaria Extention 300 kV/132 kV/11 kV Substation.
Coordination with MEW for the outage time for the upgrade work that
was successfully completed and commissioned on time. I was the Site
construction manager for this project.
◦ Shuaiba M 33 kV/11 kV Substation. Responsible for the commissioning
work of the substation as a commissioning manager. I completed the
commissioning of the different substation component on time and the
substation was energized as per the schedule.

Worked on the reconstruction of the electrical power sector in Lebanon,
including the following:
• Rehabilitation of Jamhour and Bsalim 245 kV/66 kV/15 kV substations,
including testing of HV insulation, and testing and commissioning of
protection, metering, and control panels.
• Technical reporting and damage assessment for the Lebanese Power
Network. Client: CDR.
• Design of new and old rewired low voltage control circuits for substation
equipment.
• Preparation for a training program for Electricite de Liban (EDL) staff as part
of EDLs human resources rehabilitation. Programme topics: Introduction to
Power Network and Protection Concepts, and Power Network Analysis: Load
Flow, Fault Level, Transient Stability, Substation Design.
• Triple Tariff Project with Electricite de France (EDF) and Electricite du Liban
(EDL), consisting of the rehabilitation of industrial MV substations and the
installation of digital triple tariff meters. MELEC S.A.L. carried out this project
under the supervision of EDF.
• Reconstruction of Jamhour and Bsalim Power Plants under an Emergency
Project.
