I am directly responsible of employees and other workers that I direct or supervise at the work place:
• Ensure the Health and Safety of all workers under my direct supervision;
• Know the work safety requirements that apply to the work being supervised and ensure they are followed;
• Know the HSE Plan of our company, client, and our contractors;
• Ensure workers under my supervision are aware of all known or reasonably foreseeable health and safety hazards where they work;
• Maintain daily Safety Observation Report;
• Consult, coach and cooperate with contractor and it’s sub-contractor HSE and Construction team;
• Investigate unsafe conditions and unsafe act reported to me, and ensure that corrective action is taken without delay. Learn more about accident prevention and investigation;
• Supervise and monitor the Road Close Permit related jobs and make it sure that all safety requirements are in place prior to start work, and maintain throughout the duration of the Road Close Permit;
• Carry out all other HSE related issues and concerns instructed by our Managers;
Roles and Responsibilities: Environmental Field Representative
I am responsible for providing environmental technical support onsite so that construction activities take place in compliance with the environmental commitments as contained in our, client, and contractor Environmental Management Plan:
• Assisting the construction team in implementing the Environmental Management Plan;
• Performing or overseeing the day to day environmental compliance tasks and activities on the construction site;
• Monitoring and inspecting construction activities for compliance with the Environmental Management Plan;
• Documenting environmental compliance of construction activities(inspection reports);
• Manage the environmental training awareness program and maintain records of attendance;
• Ensuring that all Material Safety Data Sheet or MSDS for all hazardous materials are received and made available to appropriate PMC prior to the material being brought onsite;
• Providing the Environmental Monthly Returns;
• Conduct and facilitate the weekly environmental compliance inspection/walkthrough;
• Ensuring that all incidents are recorded and reported in time required to appropriate authorities;
• Attend EFR meetings, and weekly environmental inspection and walkthrough with PMC.
• Assist the Site Safety Manager and Construction Team in the implementation and administration of the Safety, Health and Environment Plan in the job site (Tank Farm Area served as Lead Supervisor);
• Inspect and rectifying any unsafe conditions at the construction site;
• Correcting any unsafe practices;
• Checking of Sub-Contractor’s work to ensure compliance with the HSE Project Procedure and the regulations made thereunder are complied with;
• Attend Management Safety and Construction Meetings;
• Participate in any Management Safety Walk-through and Audit;
• Assist the safety officers to investigate any and all incidents;
• Conduct Emergency Drills to ensure the exercises are carried out in accordance with scheduled Project Safety Plan;
• Manage the permit to work system and ensure compliance to the specified procedures;
• Assist the Site Safety Manager and Project Team in the implementation and administration of the Safety, Health and Environment Plan in the job site.
• Participate in the Safety Inspections and Safety Audits at all project areas of site operation.
• Attend all Site Safety Meetings as required by the Client as directed by the site Project Manager or site Safety Manager to ensure site safety concerns is properly addressed.
• Monitor the subcontractors and/or employees to ensure conformance of safety requirements.
• Ensure that all safety information, particularly that relevant to potential accidents situations identified by other parties is distributed onsite and personnel are alerted to the risk of recurrence.
• Take necessary action to correct any unsafe acts or hazards of plant and/or systems.
• Assist the safety officers to investigate any and all incidents.
• Conduct Emergency Drills to ensure the exercises are carried out in accordance with scheduled Project Safety Plan.
• Manage the permit to work system and ensure compliance to the specified procedures.
• Maintain a Project log as required.
• Assist Safety Officers in performing inspections on Fire Protection Equipment in all areas to ensure the adequacy and worthiness.
• As instructed by the Safety Manager, carry out and follow-up directives as required to ensure jobsite safety requirements is met.
• Supervise and provide instructions to Safety Officers.
• Monitor Personnel Accident Reports, Vehicle and Plant Reports, and Property Damage Reports. To ensure that all lost time are reported in accordance to client format and recorded. Investigate personnel injuries and other incidents and make recommendations for improvement to prevent recurrence.
• Identify training needs and training plan, and help facilitate the safety training in all project workers.
1. Observes work in progress, ensures that proper safety equipment is worn and procedures are followed;
2. Coordinates and consults with Project Manager regarding health and safety issues on site and notify management staff regarding violation of safety regulations and codes;
3. Implement policies, plans and procedures to minimize risk to the public and employees;
4. Administers the occupational injured workers program, Workers' Compensation, compiles, ananlyzes and interprets accident, injury and lost time statistics and cost data reports for the Health and Safety Manager;
5. Insures preparation of Safety Manual, training outlines and employee instructions for work deemed to have recognized hazards;
6. Reviews accidents and makes recommendation for prevention of similar future incidents;
7. Ensures that all site complies with all environmental regulations regarding hazardous substance handling and disposal;
8. Processing Services for permitting and licensing (related to Health and Safety) requirement;
9. Assist in conducting Contractor's Safety Training as facilitator and resource person;
10. Evaluate/Conduct risk assessment, permit to work root cause analysis if any subject for approval of the Health and Safety Manager;
11. Conduct Behavioral Safety Audit;
12. Conduct inspection and investigating when incident occurs.
