Responsibilities:
a. Plant Audit and Monthly reporting
b. Managing the Technical and Asset Integrity of the plant and Maintenance of the Equipments
c. Employee Training.
d. Ensuring the Complete compliance in plant operation with respect to Group and Affiliate Guidelines for HSE.
e. Employee Training and Assessment
f. Complete Management of MOC process as per the SEVESO guideline requirement.
g. Preparing HIRA, CTA& PTW for the activity and auditing the entire documents overthe complete life cycle of the activity.
h. Identifying the Major Risk as perthe TRA study conducted by the Group forthe Affiliate and ensuring the controls in place for the plant Operation.
i. Management ofHazardous chemical inventory in plant and MSDS And Communication among the workers.
j. Liasoning with Govt. Authorities.
k. Competency mapping of the workers and drafting the training requirements and plan.
l. Preparing SIMOPS plan for the critical activities.
m. Monitoring and ensuring the safe unloading of LPG from Ships and marine tankersto the onshore LPG Horton spheres of 6 no's each with a capacity of 1400MT.
n. Preparing SOPsfor plant activities and reviewing the critical tasks and critical operations.
o. Acting as an Industrial Hygiene coordinator and ensuring full compliance.
p. Ensuring and auditing of PTW process.
q. Reviewing the safety critical barriers and safety instrumented systems of the plant and ensuring the performance of the system as per the group guidelines.
r. Preparing the emergency response plan for the credible disastrous scenarios as per the Technological risk study.
s. Monitoring the Maintenance of the Safety critical system in CMMS.
t. Behavioral observation for workers involved in the critical task, Monthly BBS meeting and spot checks and follow ups of action. Implementing TotalEnergies golden rule and complete implementation of "Our lives First" and Zero fatality initiatives ofsafety green light and Life safety checks for High risk activities.
u. Near miss and deviations and STOP card analysis and incident investigation.
v. Contractorsafety management and HSE Committee meeting.
w. Management of Downgraded conditions and RCA for identified equipment failures with maintenance team.
x. Preparing BCP(Business Continuity plan) and ensuring the safe operation of the plant.
y. Nominated as the Societal Coordinator of the plant.
z. Maintaining Emission and sustainability KPIs of the plant sending reports to Affiliate and conducting SRM (stakeholder relationship Management)audits as per group guidelines and SOCRAT (Societal Risk assessment) using Total's assessment tool.
1.
Promotion of Safety Culture in the plant
a.
Implementing the HSE policy of the Oil Marketing Company and identifying unsafe act& condition and near miss reporting
b.
Displaying the SOP for all operations and implementation of safety suggestion scheme.
2.
Implementing safety walk with the unit head and plant officers at regular interval for finding unsafe act/condition.
3.
Reviewing the operating practices to ensure safety:
a.
Ensure the plant adhere to 'Standard Operating Procedures' and Job safety analysis for all activities.
b.
Ensuring the adherence of Permit to work system in the plant and compliance audit of the same.
c.
Regular monitoring of GMS gas monitoring system in the plant for operational safety and Safety Committee Meetings are conducted at the plant once in a Month and all suggestions received in the meeting are complied.
d.
Conduct monthly fire drill once in a month as per the scenario mentioned in ERDMP.
e.
The DMP drill (on site/off site) is being conducted half yearly & Bomb threat drill Quarterly by each plant in presence of District authorities/Bomb squad and mutual aid partners.
f.
Carrying out random quality checking of cylinders.
g.
AMC of fire engines/ Jockey pump/GMS sensors
h.
Calibration and testing of SRV/TSV/Gauges
4.
Reports:
a.
Timely submission of Monthly/ quarterly MIS to IOCL HQO
b.
Submitting Half yearly, annual statements to Factories dept, PCB, etc.,
c.
Submission of Half yearly environmental compliance report of EC and Environmental management cell report to MoEFCC.
5.
Legal compliance:
a.
Maintain the validity of licenses issued to the plant and ensure: All licenses (PESO, Factory, PCB, VHF, legal meteorology, prohibited area notification) renewal and liasoning with statutory authorities for renewing the same and ERDMP certification
b.
CEA authorizations for electrical installation are available and valid.
c.
Ensuring that the plant operation is in compliance with gas cylinder rules, 1981 under explosive act 1984, SMPV U rules 1981, Factories act, LPG Regulation & Supply act 1988, electrical installation under IE Rules 1987, water act 1974, air act 1976, EPA 1986, MSIHC Rules 1989
d.
Half yearly air, water /noise testing as per PCB norms

a.
Daily safety audit, quarterly SSA as per OISD 149, Yearly Self OISD 144 Audit, OISD external audit, CAP Audit, Yearly MDSA, Yearly MDT, Yearly electrical audit as per OISD 137, yearly security audit

Security:
a.
Security Training, Manhour management and deployment, security gadget maintenance, CCTV monitoring, Quarterly Off shift drill, role allocation for securities.

Training:

Preparation of Annual training calendar and HSSE yearly calendar
c.
All categories of staff are trained as per OISD standard 154 and refresher's courses are conducted periodically every year to sharpen their skill.
d.
All contract workmen, security, packed/ bulk LPG lorry drivers are regularly being trained by plant officers s per OISD standard 154.
e.
Various kind of safety workshops beyond OISD 154 as well as workshop on First aid are conducted for non-management staff depending on their need.
f.
Organizing advanced training (beyond OISD 154) on LPG safety/security/ First aid for officers
g.
Officers undergo 'Live Fire Fighting Training' at third party location

Maintaining SOP in all operational areas.

Testing and calibration of Gas Monitoring System in all hazardous areas and verifying the event commands reported.

Attending MDSA Audit of HPCL.
q.
Taking periodic settlement of Mounded Bullets and checking interlocks such as level alarms, trips, etc.,
r.
Imparting various types of trainings to employees and tank truck crews as per the training plan.

Maintenance of occupational health Centre at plant and Effluent treatment plant (ETP).

Periodical checking of the sprinkler and deluge valves for the spray density as per the design calculation.

Maintenance and troubleshooting of deluge valves and associated electrical/instrumented control system for system activation.

Maintaining the design documents for water based firefighting system for audit and review.

Verifying the compliance of project HSE Plan in all activities
b.
Checking the work orders and screening the subcontractors based on their HSE Performance.
c.
Co-Ordinating with the External Environmental consultants and preparing the construction environmental management plan (CEMP) for the project.
d.
Preparing weekly and monthly HSE Statistics report and submitting to the client.
e.
Reviewing the method statement for all marine construction activities to ensure HSE compliance.
f.
Preparing JHA for all marine works such as dredging.
g.
Incident investigating for all HSE issues and sending across the alerts.
h.
Monitoring all the activities are carried out in compliance with the project HSE Plan.
i.
Reviewing and approving the project HSE Plan of all subcontractors.
j.
Liasoning with the statutory authorities for the environmental permits and approval of marine activities
k.
Inspection and mobilizing of marine equipment such as Tugs, Crane barge etc., and generating the report.
l.
Co-ordinating with the dredging team (Boskalis Westminster) for HSE Issues during dredging activities.
m.
Inducting the team of commercial divers and verifying their Documents prior to Job deployment.
n.
Monitoring the diving activity and maintaining diving PTW.
o.
Co-ordinating with environmental consultant and conducting the monthly audit on CEMP and generating the report.
p.
Conducting TSS Monitoring and sampling for marine works with consultants and submitting reports.
q.
Supporting Commissioning team during PSSR (Prestart up Safety Reviews) and checking mechanical integrity and noise& Vibration checks of motors.
r.
PTW Compliance Monitoring as per OISD-105.
s.
Monitoring the compliances of construction activities in the refinery as per OISD GDN 192/207.
t.
Implementing the IIF(Incident & Injury free initiatives) of HMEL at project site.
