1. Develops a strategy to highlight QC’s image and activities on the agenda of key global and regional fora and media institutions and strengthens political will in support of QC’s mission and objectives. This includes coordinating planning processes based on assessment, analysis and development of a communication plan to enlist the support of the mass media, opinion makers, political leaders, regional governmental and non-governmental institutions, etc., in the promotion of organizational goals. Monitors and evaluates the impact on objectives and the image of QC inside Qatar, in the region and globally.
2. Provides technical guidance to QC HQ and Country Programmes on communication and advocacy strategies, activities, monitoring and evaluation processes, including recommending key changes, consultancies and contractors to meet requirements for outsourcing. This to be undertaken through inputs to the country programme planning milestones (e.g. situation analysis, country strategy, Mid-Term Reviews, etc) as well as HQ processes (e.g. Management Team meetings, Budget Reviews, Review of Annual Reports).
3. Develops plans for building QC’s capacity to conduct professional communication operations, including identifying HQ and country requirements, assisting with staff recruitment, managing communication training for QC spokespersons and staff, maintaining staff exchange programmes and assisting with evaluations of staff performance.
4. Providing leadership for QC’s media and public outreach, particularly the formulation of public statements on sensitive issues, acting as QC’s Spokesperson; and responding to media enquiries.
5. Launches major flagship reports and initiatives; leads and monitors preparation of reports, publications and press releases, feature articles and audio-visual materials, as required.
