Monitors, inspects and advises on HSE matters including systems of work, fire, safety
Occupational health and environmental control systems and equipment.
Carries out regular inspections on rig, living quarters and working facilities to ensure
Proper adherence to the company’s regulations and procedures,
Ensures that appropriate fire fighting equipment, detection system, lifesaving equipment and environmental control equipment are available, accessible, serviced and in good operating condition.
Monitors the issue and implementation of work permit system,
Identifies hazardous areas, recommends corrective actions for imminent hazards,
Identifies high risk activities/tasks for risk assessment and coordinate such exercise with the facility supervisor.
Carries out regular inspections, on working facilities, living quarters to ensure adherence to the company’s regulations and procedures,
Participate in Investigation all accidents/incidents involving personnel and property damages
Reports all cases of “near miss” or averted accidents providing necessary advice and reminders to the employees involved, identifying the fault/cause and the necessary recommendation to avoid similar incident in the future.
Advises and recommends on non-routine safety procedures and monitors its implementation.
Ensures that concerned working facilities, review with subordinate’s relevant safety rules/procedures and that nominated approved persons receive appropriate training.
Participates/recommends /updates the emergency procedures/contingency plans.
Conducts/coordinates the necessary familiarization and training for emergency
Controllers/team and duty personnel.
Conducts working facilities safety meetings, to follow-up recommendations for effective
Implementation and ensures that attendance and topics discussed in these meetings are recorded and reported to the management
Participates actively in safety campaigns by carrying out drills on fire, breathing apparatus usage and operation, lifesaving, etc. At each facility.
Maintains high level of safety awareness and consciousness among employees by ensuring effective circulation of safety publications (safety flash/alert, posters).
• Ensure compliance of QHSE Management System (HSE objective, guidelines, policy, manuals, standards, and procedures), HSE Plan, HSE for Contractors, Risk Management, HSE training & matrix, HSE Audit, Emergency response, Environmental protection, and etc. in order to ensure availability of HSE guidance and management system
• Implementation of a Safety Training Plan
• Preparation of HSE monthly, quarterly and annual reports
• Attending all pre-job safety meetings conducted on the base
• First aid training for all personnel.
• Training locals on mechanical lifting.
• Training on safety when working with cranes and other lifting equipment’s.
• Fire-fighting training.
• Radiation safety
• Escape procedures from auto base in case of emergency
• Risk assessment and job safety analysis.
• Equipment certification control and periodic checks.
• Coordinate with traffic managers on improving the safety system on the auto base.
• Following up on proper usage of PPE.
• Perform investigation on accident/incident and provide solution to mitigate it from future.
• Provide training to rig crew on sea survival, fire fighting and first aid.
• Conducting pre-job safety meetings with rig personnel.
• Ensuring all rig equipment is certified prior to use.
• Following up on proper usage of PPE, particularly while mixing chemicals.
• Improving the stop card system on the rig.
• Present a safety case study on monthly basis.
• Coordinate with Rig Managers on improving the safety system on the rig floor.
• Training locals on safety when working in casing job, cement job on the rig floor.
• Liaise with Barge Captain when offloading or back loading heavy weight equipment.
• Follow up on safety documentation and report to head office accordingly.
• Risk assessment of derrick raising and job safety analysis.
• Risk assessment for skidding rig.
